<br />MINUTES OF THE HOUSING, PLANNING, & DEVELOPMENT COMMITTEE <br />MAY 22, 2023 <br />AUDITORIUM <br />Present: Councilmembers Bullock, Keppleand Shachner <br /> <br />Also Present: Councilmembers Rader, Marx and Baker, Mayor George, Planning Director <br />Leininger, Law Director Vargo, Chief of Staff Storey <br /> <br />Call to Order: 6:37 p.m. <br /> <br />Approval of the minutes of the May 15, 2023 Housing, Planning & Development <br />Committee meeting. <br /> <br />A motion was made and seconded to approve the minutes of the May 15, 2023 Housing, <br />Planning & Development Committee meeting. All members voted in favor. Motion passed. <br />Minutes approved. <br /> <br />ORDINANCE 10-2023 - AN ORDINANCE to take effect January 1, 2024 to establish <br />new Chapter 781, Automobile Business Operations, of the Lakewood Codified <br />Ordinances to establish regulations for automobile related businesses within the City <br />st <br />of Lakewood. (1 read & referred to HPD 5/1/23) <br />Councilmember Bullock referenced the revised ordinance that was drafted by the Law <br />Department in response to industry feedback. <br />A motion was made and seconded to substitute Ordinance 10-2023 with the current version <br />before Council. All members voted in favor. Motion passed. Ordinance 10-2023 substituted. <br /> <br />Councilmember Shachner pointed to changes between the original and the substitute version that <br />seem to address concerns brought forward during public comment. He asked the administration <br />to provide more information on the changes and if they address industry concerns. <br /> <br />Director Vargo remarked that the administration has met separately with industry professionals to <br />hear feedback on the ordinance. That feedback was taken into consideration and incorporated <br />into the substitute version of the ordinance. He pointed to the following changes between the <br />original and the substitute version. <br /> Removal of regulation on vehicles dropped off after-hours by a third party. <br /> Removal of restrictions on unlicensed vehicles <br /> Removal of requirements for lot spacing <br /> Removal on the limit to the number of days a vehicle can remain on a lot <br /> Reduction of penalties <br />Director Vargo expressed confidence that the revised version of the ordinance balances the <br />interests of the community and the industry.
