<br />MINUTES OF THE HOUSING, PLANNING, & DEVELOPMENT COMMITTEE <br />JULY 17, 2023 <br />AUDITORIUM <br />Present: Councilmembers Bullock (Chair), Kepple and Shachner <br /> <br />Also Present: Councilmembers Marx, Baker and Rader, Mayor George, Law Director Vargo, Finance <br />Director Rancatore, Assistant Planning Director Baas, Chief of Staff Storey, Chief Dunphy, Cuyahoga <br />County Director of Sustainability Mike Foley <br /> <br />Call to Order: 6:44 p.m. <br /> <br />Approval of the minutes of the June 12, 2023 Housing, Planning & Development <br />Committee meeting. <br /> <br />A motion was made and seconded to approve the minutes of the June 12, 2023 Housing, Planning & <br />Development Committee meeting. All members voted in favor. Motion passed. Minutes approved. <br /> <br />Communication from Councilmember Bullock regarding Cuyahoga County Bike/Scooter <br />Share Program Update. (referred to HPD 6/5/23) <br /> <br />Chair Bullock reviewed the pilot of the scooter program. He encouraged the analysis of what was done <br />regarding the program to find out if there are still routes for success or if the program should end <br />permanently. <br />Director of Sustainability for Cuyahoga County Mike Foley spoke about last year’s pilot program. He <br />pinpointed two problem areas, explaining the lack of ownership and enforcement by the City. He also <br />mentioned the issue of parking the scooters within the city. The scooter companies lacked responsibility <br />due to a lack of penalty. <br />Director Leininger shared the feedback given by a survey before and after the pilot program. Support <br />dropped by 30% after the program began. Before the potential of the continuation of the program, the <br />issues shared in the survey must be resolved. <br />Councilmember Kepple spoke about accessibility and obstruction regarding the scooters within <br />program. She asked about any data provided to find out which companies were more responsive during <br />the pilot. <br />Assistant Planning Director Baas explained the limited experience gained from the pilot. There is not <br />much data regarding the companies. He also spoke about the limitations of density in Lakewood, <br />supporting a dock-system to mitigate clutter. Mr. Baas went through the process of a dock-system, <br />explaining that an operator must return and physically lock a bike in one of the stations. <br />Councilmember Kepple asked how Lakewood compared to other cities regarding how a rider was <br />required to send proof of the vehicle’s location after its use. <br />1 <br /> <br /> <br />
