ORDINANCE N0. 83- 19 <br />Page -3- <br />capacity to the Mayor for the planning. preparation and <br />supervision of the annual Village Days event. <br />131.04 CITIZENS ADVISORY COMMITTEE <br />(a) There is hereby established the Citizens Advisory <br />Committee which shall be constituted and have such powers <br />and duties as hereinafter set forth. <br />(b) The Citizens Advisory Committee shall consist of not <br />more than fifteen (15) members, all of whom shall be <br />appointed by the Mayor on or af ter January 1 of each year, <br />such appointments subject to the concurrence of a majority <br />of the members elected to Council. All members shall be <br />residents of the municipality and shall not hold other <br />municipal office or appointment. The Committee shall select <br />one of its members to serve as its Chairman. <br />(c) Members of the Citizens Advisory Committee shall serve <br />on the Committee until December 31st of the year in which <br />they were appointed. IfP for any reason, there is a <br />vacancy on the Committee and the Mayor determines that <br />such vacancy should be filled, then the appointment of a <br />successor shall be made in the same manner as an original <br />appointment. <br />(d) The members of the Citizens Advisory Committee shall <br />serve without compensation. <br />(e) Pursuant to the terms of the Charter, the Mayor shall <br />supervise the functions and duties of the Citizens Advisory <br />Committee. Unless otherwise provided by the riayor, the <br />Chairman of the Committee shall establish meeting dates for <br />the Committee and shall preside at all meetings. <br />(f) Unless otherwise provided by the Mayor, it is the <br />function of the Citizens Advisory Committee to review matters <br />of general concern regarding the management, operation and <br />effectiveness of the Village government and its various <br />officials, departments, boards and commissions. <br />Section 2. All prior ordinances inconsistent with this <br />ordinance in whole or in part are repealed to the extent necessary to <br />avoid conflict with this ordinance. <br />Section 3 That the Council finds and determines that all <br />formal actions of this Council relating to the adoption of this <br />Ordinance have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public, in <br />compliance with all statutory requirements, including the requirements <br />of Section 121.22 of the Ohio Revised Code.
