ORDINANCE N0. 81-68 Page 2- from the Federal Revenue Sharing Fund in the amount of $33,000.00; from the Recreation Fund in~the amount of $1,000.00. .(TOTAL APPROPRIATION - $682,000.00), all upon receiving proper certification and vouchers. Section 2. All payments shall be approved by those officers authorized by law to approve the same or upon receipt .of legislation. from this Council authorizing said expenditures. Section 3. No warrants shall be drawn or payment for salaries or wages made except to those persons employed under the authority of and in accordance with statutory law or ordinance of Mayfield Village, Ohio. Section 4. That it is found and determined that all formal actions of the Council concerning and relating to the adoption of this Ordinance were adopted in an open meeting of this Council; and that all deliberations of this Council and of any of its committees that resulted in such formal action, were in meetings open to the public, in compl- iance with all legal requirements including Section 121.22 of the Ohio Revised Code. Section 5. This Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the health, safety and welfare of the residents of Mayfield Village, Ohio, in that it will will provide for temporary operating expenses for 1982 necessary to continue essential municipal services. It shall therefore take effect immediately upon passage by the affirmative vote of not less than five (5) members elected to Council and approval by the Mayor or otherwise at the earliest time allowed by law.
