The Recreation Board shall be provided with a Coordinator whose purpose is to advise and manage what activities the board deems necessary. Sec. 2. The Coordinator shall serve with compensation as a City employee. ARTICLE VIII.COMMITTEES Sec. 1. Each Committee shall provide a Finance Director to requisition supplies, but only after clearance from the Board shall the said Finance Director have the authority to-purchase requested supplies. Sec. 2. Each Committee shall be responsible for equipment pertaining to that activity and shall be responsible for Maintenance of facilities. ARTICLE IX. VOTING Sec. 1. Only the Recreation Board shall have the power to vote on any function or activity. Questions and/ or ideas concerning any activity must be brought before the Board by Citizens of the Village at monthly meetings. Sec. 2. A minimum of z those members appointed to the Board shall constitute a quorum to due business. ARTICLE X. BUDGET Sec. 1. The annual budget shall be set up by the Recreation Board for the forthcoming year and shall be submitted to Council one (1) month prior to the Council budget meeting. Further, each committee shall pre- . sent to the Director an estimated budget for their activity no later than six (6) weeks prior to the annual budget meeting of Council. Sec. 2. Any funds raised by any activity shall become the property of the Recreation Board and any said balance after expenditures shall become the property of Mayfield Village held in escrow for the Board's later use. Sec. 3. No Fund raising activity shall take place without the .prior majority vote of the Recreation Board. ARTICLE XI. AMENDMENTS Sec. 1. Amendments to any or all of these rules must be submitted to Council for approval. ARTICLE XII. INTERPRETATION AND ADOPTION Sec. 1. These Standing Rules shall be interpreted liberally in favour of the Village and the Recreation Board. Sec. 2, All members holding office at the time of adoption shall continue to serve their respective terms. Seco 3. These Standing Rules supersede any and all other previous Standing Rules and shall take effect immediately upon adoption. Sec. -4. These Standing Rules sYiall be considered ,ratified and adopted after all respective parties have been given a favourable opportunity to examine all Articles and Sections; and after an affirmative Vote by simple majority of Council.
