<br />Sec. 2. This Ordinance is deemed to b e an emergency measure,
<br />necessary for the immediate preservation of the public peace, health ,
<br />safety a.nd welfare, in order that residents of the Village may be able
<br />to obtain a supply of water at the earliest opportunity and sha11 be
<br />in force and e~ct from and after the date of its passage.
