This Ordinance is hereby declared to be an Emergency <br />Ordinance necessary for the immediate preservation of the public health' safety <br />and conveniece for reasons apparent from the contents of this Ordinance and, <br />therefore, this Ordinance shall take effect and be in force from and after the <br />first day of Nay, A.
