<br />1593.71 Materials for vents and venting.
<br />Vent piping above ground shall be of cast
<br />iron, galvanized wrought iron, galvanized
<br />steel and ferrous alloys, lead, brass or copper
<br />pipe, copper tube or other approved mate-
<br />rials. The pipe and fittings for each type of
<br />pipe, including malleable fittings, shall com-
<br />ply with the applicable specifications listed in
<br />Table 93A. Vent piping placed underground
<br />shall be cast-iron soil pipe. Other materials
<br />may be used for underground vents when
<br />first approved and installed as directed by
<br />the Building Official. Threaded joints ap-
<br />proved for use underground shall be coated
<br />and wrapped after installation and test.
<br />1593.72 Protectflon of trap seal.
<br />The protection of trap seals from siphonage
<br />or back pressure shall be accomplished by
<br />the appropriate use of soil or waste stacks,
<br />vents, revents, back vents, loop, circuit or
<br />continuous vents or combinations thereof
<br />installed in accordance with the require-
<br />ments of this Chapter 93. The system of
<br />vent piping shall permit the admission or
<br />emission of air so that under normal and in-
<br />tended use the seal of any fixture trap shall
<br />not be subjected to a pressure differential
<br />of more than one (1") inch of water.
<br />1593.73 Vent stacks.
<br />A vent stack or main vent shall be in-
<br />stalled with a soil or waste stack whenever
<br />back vents, relief vents or other branch
<br />vents are required in two or more branch in-
<br />tervals. The vent stack shall terminate in-
<br />dependently above the roof of the building
<br />or shall be connected with the extension of
<br />the soil or waste stack (stack vent) at least
<br />6 inches above the flood level rim of the
<br />highest fixture. Every building in which
<br />plumbing is installed shall have at least one
<br />main stack which shall run undiminished in
<br />size and as directly as possible from the
<br />building drain through to the open air above
<br />the roof.
<br />..
<br />1593.74 Vent terminals.
<br />(a) Roof extension. Extension of vent
<br />pipes through a roof shall be terminated at
<br />least 1 foot above it. Where a roof is to be
<br />used also for any purpose other than weather
<br />protection, the vent extension shall be run at
<br />least 6 feet above the roof. Each vent ter-
<br />minal shall be made watertight with the roof
<br />by proper flashing.
<br />(b) Attachments. Vent terminals shall
<br />not be used for the purpose of attaching or
<br />anchoring flagpoles, television aerials or
<br />similar devices. .

<br />(c) Location of vent terminals. No vent
<br />terminal from a drainage system shall be di-
<br />rectly beneath any door, window or other
<br />ventilating opening of the building or an
<br />adjacent building nor shall any such vent
<br />terminal be within 12 feet horizontally of
<br />-such an opening unless it is at least 3 feet
<br />above the top of such opening. Vent ter-
<br />minals shall not: terminate under the over-
<br />hang of the building: No soil, waste or vent
<br />pipe extension of any new building shall be
<br />run or placed on the outside of a wall but
<br />shall be carried up inside the. building.
<br />(d) Extension through wall. Vent ter-
<br />minals extending through a wall shall be at
<br />least 12 feet horizontally from any building
<br />line, shall be turned to provide an opening
<br />downward and shall be effectively screened,
<br />all subject to the specific approval of the
<br />Building Official.
<br />(e) Provision against frost closure. Vent
<br />extensions and vent terminals extending
<br />through a roof or wall shall be not less than
<br />the diameter of the vent stack or stack vent
<br />which they serve but in no case less than 4
<br />inches in diameter. A change in diameter,
<br />if required, shall be made at least 1 foot
<br />below the roof construction or, for exten-
<br />sionsthrough awall, at least 1 foot inside the
<br />inner face of the wall.
<br />1593.75 Vent-pipe slopes and connections.
<br />(a) Slopes, All vent and branch-vent
<br />pipes shall be free from drops or sags and
<br />shall be sloped and connected so as to drip
<br />back to the soil or waste pipe or vent stack
<br />by gravity.
<br />(b) Soil or waste pipe. Where vent pipes
<br />connect to a horizontal soil or waste pipe,
<br />the vent shall be taken off above the center
<br />line of the soil or waste pipe and, wherever
<br />possible,. shall rise vertically, or at an angle
<br />not less than 45° to the horizontal, to a point
<br />at least 6 inches above the flood-level rim of
<br />the fixture it is venting before offsetting
<br />horizontally.. or, before .,connecting ,to, the
<br />branch vent, except as may be otherwise
<br />approved by the Building Official. Side-inlet
<br />closet bends, with center line of side tapping
<br />above the horizontal center line of the bend,
<br />are permitted only incases where the fixture
<br />connected thereto is vented and in no case
<br />shall the inlet be used to vent a bathroom
<br />group without being washed by a fixture.
<br />(c) Connection to vent stack. A connec-
<br />tion between a vent pipe and a vent stack
<br />shall be at least"6"inches above the flood-
<br />level rim of the highest fixture served by
<br />the vent pipe. Horizontal vent pipes form-

<br />tion, each Board of Examiners shall be ap-
<br />pointed by the Mayor and shall consist of
<br />three members, at least two of whom shall
<br />have been registered, licensed or certified as
<br />qualified in that particular field of building
<br />construction. The term of office and com-
<br />pensation for the members of each Board of
<br />Examiners shall be established by Council.
<br />1515.07 Removal of appointed members of
<br />Boards of Examiners.
<br />Any appointed member of a Board of Ex-
<br />aminers may be removed by the Mayor on
<br />proof of official misconduct, or of negligence
<br />in official duties, or of conduct in any man-
<br />ner connected with the official duties which
<br />tends to discredit his office, or of mental or
<br />physical disability to perform his duties; but
<br />before removal he shall receive a copy of
<br />the charges, and shall be entitled to a hear-
<br />ing before the Mayor in person or by coun-
<br />sel, and the action of the Mayor shall be
<br />final.
<br />1515.08 Secretary of Boards of Examiners.
<br />The Mayor shall appoint a secretary for
<br />the Boards of Examiners. Said secretary
<br />shall receive such compensation as fixed by
<br />the Council and shall keep a record of the
<br />activities and actions of the Boards of Ex-
<br />aminers and their determinations, shall re-
<br />ceive and file applications for licenses, notify
<br />applicants of the time and place of examina-
<br />tions and the results thereof, file examina-
<br />tion questions and answers and shall per-
<br />form such other duties as are consistent with
<br />those prescribed in this paragraph and as
<br />directed by the Boards.
<br />1515.09 Certification by Board of Ex•
<br />aminers.
<br />Whenever a Board of Examiners has as-
<br />certained that an applicant has the required
<br />qualifications and competency, it shall so
<br />certify to the Building Official, wlio shall
<br />thereupon issue a license in conformity with
<br />the certificate received therefor.
<br />1515.10 Age and character of registrants,
<br />licensees, and holders of certificates
<br />of qualification.
<br />No applicant shall be registered", licensed,
<br />or issued a certificate of qualification under
<br />the provisions of this Dwelling House Code,
<br />unless such applicant shall be:
<br />i. Not less than 21 years of age, and
<br />ii. Able to read and write the English lan-
<br />guage, and
<br />iii. Of good moral character.' ~.'
<br />1515.11 Revocation and suspension of regis-
<br />tration, licenses, and certificates of
<br />qualification.
<br />A certificate of registration, license or cer-
<br />tificate, of qualification may be revoked or
<br />may be suspended by the Building Official
<br />for a prescribed period not exceeding six
<br />months, whenever he has determined that
<br />the holder thereof:
<br />i.. Has not performed the duties required
<br />of him by this Dwelling House Code or by
<br />the rules or regulations of the Building
<br />Official or the Board of Building Code ,Ap-
<br />peals; or
<br />ii. Has been lax, incompetent, negligent,
<br />or derelict in the prescribed performance
<br />or in the performance of work or furnishing
<br />of services authorized by such certificate; or
<br />iii. Whenever the holder thereof has vio-
<br />lated or participated in the violation of any
<br />provision of this Dwelling House Code.
<br />Provided, however, that on request of the
<br />holder of a certificate or license, a public
<br />hearing shall be held by the Building Offi-
<br />cial before such certificate or license is re-
<br />voked and provided further that an appeal
<br />may be taken as provided in Section 1515.15.
<br />The holder of a suspended certificate or
<br />license shall not do any work authorized
<br />by such certificate or license, except work
<br />necessary to correct a violation of this Dwell-
<br />ing House Code specified in the notice of
<br />suspension, until notice of reinstatement has
<br />been given by the Building Official or the
<br />period of suspension has expired. .
<br />1515.12 Fees for registration, licensing, and
<br />certificate of qualification.
<br />(a) Fees for certificates of registration,
<br />licenses and certificates of qualification and
<br />renewals thereof shall be established by the
<br />Council and shall be paid at the office of the
<br />Building Official. -
<br />(b) Fees shall be payable upon accept-
<br />ance of the application for a license or cer-
<br />tificate. An application shall not be deemed
<br />accepted until the authority having jurisdic-
<br />tion has examined such application and de-
<br />termined therefrom that the applicant is
<br />qualified under Section 1515,10 and possesses
<br />the experience, training, and education req-
<br />uisite for the license or certificate in ques-
<br />tion.
<br />1515.13 Expiration and renewal of licenses
<br />and certificates.
<br />When payment of a renewal fee :is_pre-
