12 <br />CHAPTER 15. ~ REGISTRATION, LICENSING, AND <br />CERTIFICATES OF QUALIFICATION. <br />1515.01 General provisions. <br />When deemed necessary by the Board of <br />Building Code Appeals, there shall be re- <br />quired by and under regulations adopted by <br />the Board of Building .Code Appeals: <br />i. The registration of .all building con- <br />tractors and all contractors of refrigeration, <br />heating, piping, and air conditioning; <br />ii. The licensing of all electrical contrac- <br />tors, master plumbers, and journeymen <br />plumbers. <br />iii. Certificates of qualification for all <br />welders and welding inspectors of structural <br />steel field construction, concrete inspectors <br />and steel inspectors on field construction. <br />iv. The registration, licensing or certifi- <br />cation of qualification, of any other person <br />or persons performing work or providing <br />services under this Dwelling House Code. <br />1515.02 Home owners' exception. <br />No provision of this Dwelling House Code <br />or any regulation adopted by authority of <br />this Dwelling House Code shall be inter- <br />preted to require that the owner of a single <br />or one-family dwelling shall be licensed or <br />registered or hold a certificate of qualifica- <br />tion personally to perform work upon the <br />premises occupied, or to be occupied, by the <br />owner thereof as such owner's established <br />residence. All such work shall be done by <br />said owner with the assistance only of any <br />member of his family or household and said <br />work shall be done in conformity with the <br />provisions of this Dwelling House Cade and <br />rules or regulations promulgated thereun- <br />der,.and.no work shall be done unless all <br />permits, inspections, and approvals required <br />by this Dwelling House Code are secured. <br />1515.03 .Public utility organizations' excep- <br />tion. <br />No: provision. of this Dwelling House Code <br />shall be interpreted to require licenses, regis- <br />tration, or certificates o£ qualification for <br />officials or_ employees, of -public utility or= <br />ganizations to engage in the installation, <br />alteration, repair, •maintenance, or utiliza- <br />tion of any device; appliance; installation; or <br />appurtenance.forming part of the equipment <br />for generation,.transmission, or.distribution <br />of any commodity or ~ service which such <br />public utility-organization is-authorized by <br />law to furnish or provide. <br />1515.04 Applications and examinations. <br />(a) Form. All applications for certificates <br />of registration, licenses, and certificates of <br />qualification shall be in the form prescribed <br />by the Board of Building Code Appeals. <br />(b) Sworn application. Applications for <br />certificates of registration and for licenses, <br />and .for those certificates of qualification for <br />which a renewal fee is prescribed, shall be <br />sworn to by the applicant before a notary <br />public. <br />(c) Time of examination. Examinations <br />shall be held at the discretion of the Board <br />of Examiners. Notice of the time and place <br />of such examinations shall be sent by mail <br />to all applicants on record when such ex- <br />aminations are scheduled. <br />(d) Written or oral examination. Exami- <br />nations shall be in whole or in part in <br />writing; provided that when an applicant <br />for a certificate of registration, license- or <br />certificate of qualification holds a valid <br />license or certification of corresponding char- <br />acter issued by a state, county, another <br />municipality or an accredited examining <br />board, and has been actively engaged in the <br />work authorized by such license or certifi- <br />cation for a period of 5 or more years, the <br />examination may be limited; at the discre= <br />tion of the Board of Building Code Appeals, <br />to an oral examination. However, should <br />such applicant fail to prove his qualifications <br />under oral examination, he shall be entitled <br />to take the regular written examinations <br />without payment of an additional fee. <br />(e) Records. All applications for registra- <br />tion, licenses and certificates of qualification <br />and all question papers, answer papers, and <br />other data forming the basis of a certifica- <br />tion for registration, license, or qualification, <br />or the refusal thereof, shall be kept on file <br />for not less than 3 years. <br />1515.05 Boards of Examiners. - <br />The Board of Building.Code.?,ppeals may, <br />if it so elects by resolution,:act as,the Board <br />of Examiners' in ~ any "or all registrations, <br />licensing or certification" of qualification; <br />1515.06 Appointment of Board of : Ex- <br />amiriers~ _ <br />When the Board of Building Cbde Appeals <br />recommends the establishment of a=separate <br />Board of Examiners for any particular regis= <br />tration, licensing or certification of qualifica- <br />r i <br /> <br />• • <br />113 <br />Plumbing <br />§ 1593.82 <br />ing branch vents, relief vents, circuit vents, <br />or loop vents, shall be at least 6 inches above <br />the flood-level rim of the highest fixture <br />served. <br />1593.76 Fixture vents. <br />(a) Distance of trap from vent. The inlet <br />of any trap shall be as close to the fixture as <br />practicable, consistent with its location and <br />effectiveness as determined by the Building <br />Official. Each fixture trap shall have a pro- <br />tecting vent so located that the developed <br />length of the fixture drain from the trap weir <br />to the vent fitting is not more than 3 feet, ex- <br />cept where otherwise permitted by the <br />Building Official, particularly in alterations. <br />(b) Level of vent pipe connection. Except <br />for water closets and similar fixtures, the <br />vent pipe opening from a soil or waste pipe <br />shall not be below the top weir of 'the trap. <br />(c) Building drain branch or extension. <br />When the developed length of a branch or <br />extension of a building drain exceeds 30 <br />feet, such branch or extension shall be <br />vented by a vent stack equal in diameter to <br />the largest required size of trap wasting into <br />such branch or extension, but not less than <br />2 inches in diameter. This provision shall not <br />apply to a branch or extension for down- <br />spout, ~, yard drains, area drains or subsoil <br />catch basins. <br />1593.77 Fixtures back to back. <br />Two fixtures set back to back, within the <br />distance allowed between a trap and vent, <br />may be served with. one continuous soil or <br />waste vent pipe, provided that each fixture <br />wastes separately into an approved double <br />fitting having inlet openings at the same <br />level, <br />1593.78 Common vent. <br />(a) Individual vent. An individual vent, <br />installed vertically; may be used as a com- <br />mon or dual vent for two fixture traps when <br />both fixture drains connect with a vertical <br />drain at the same level. <br />(b) Common vent. A common vent may <br />be'used for two fixtures set on the same floor <br />level but. connecting at different elevations <br />in the stack, provided the upper fixture is riot <br />a:water closet, and the diameter of the stack <br />is not less than that of the lower fixture drain <br />and is at least. one pipe size larger than the <br />upper fixture drain. <br />1593.79 Vents for fixture traps below trap <br />.dip.. <br />Fixture drains-shall be vented within the <br />hydraulic gradient between the, trap outlet <br />and vent connection. If any stack has fix- <br />tures entering at different elevations, the <br />fixtures, other than that fixture entering at <br />the highest level, shall be vented except as <br />may be otherwise permitted in this Chapter <br />93. <br />1593.80 Wet venting. <br />(a) Single bathroom group., A single <br />bathroom group of fixtures may be installed <br />with the drain from aback-vented lavatory, <br />kitchen sink or combination fixture serving <br />as a wet vent for a bathtub or shower stall <br />and for the water-closet provided, <br />i. not more than one fixture.unit.is drained <br />into a lr/z-inch diameter wet vent or not <br />more than 4 fixture units drain into a 2-inch <br />diameter wet vent, and <br />ii, the horizontal branch connects to the <br />stack at the same level as the water-closet <br />drain when installed below the top floor or <br />at the same level or below water-closet drain <br />when installed on the top floor, or the hori- <br />zontal branch connects into the water-closet <br />bend. <br />(b) Double bathroom group. Bathroom <br />groups back to back on top floor, consisting <br />of two lavatories and two bathtubs or shower <br />stalls, may be installed on the same horizon- <br />tal branch with a common vent for the lava- <br />tories and with no back vent for the bathtubs <br />or shower stalls and for the water-closets, <br />provided the wet vent is not less 'than 2 <br />inches in diameter and the length of the fix- <br />ture drain does not exceed that required in <br />subsection 1593.76 (a) . <br />1593.81 Branch soil and waste extension. <br />Any soil or waste branch on which a <br />vent or back vent is required, extending• <br />from the building drain or main to any fix- <br />ture above the first floor, or which exceeds <br />twenty-five (25) feet from any main stack <br />or vented building drain, shall be continued <br />full size through the roof in the same manner <br />as required for stacks, or may be returned <br />full size to the soil or waste vent or main <br />vent pipe. <br />1593;82 Back vents not required. <br />(a) Two fixtures into a double Y or TY. <br />Where two fixtures located'on the same floor <br />discharge into a double Y or TY in a soil or <br />waste stack, they need not be back-vented if <br />such fixtures do not exceed the limits estab= <br />lished in Section 1593.76, and there, is: ;no <br />other fixture above them. <br />(b) Leader, backwater trap, "yard drain. -- - <br />No vent shall be required- for-a leader, trap, <br />
