<br />a backwater trap, area drain, yard drain, or
<br />sand intercepter trap.
<br />(c) Basement water-closets. No vent shall
<br />be required for awater-closet or floor drain
<br />at the cellar or basement level discharging
<br />directly into a building drain at least 5 feet
<br />from any soil or waste stack connection, pro-
<br />vided:
<br />i. The fixture unit load on the building
<br />drain and building sewer at any point along
<br />-the building drain and the building sewer
<br />does not exceed z/s that permitted by Table
<br />93D, and,
<br />ii. Where the discharge is into a combined
<br />building drain or building sewer, the total
<br />load on the combined building drain or build-
<br />ing sewer does not exceed z/s the total load
<br />permitted by-Table 93E.
<br />(d)' Flat-bottom fixtures. Aflat-bottomed
<br />fixture, such as a kitchen sink, dishwasher,
<br />bathtub, laundry tray, combination fixture,
<br />shower stall, or floor drain, discharging
<br />through a "P" trap or in the case of a bath-
<br />tub through a "P" trap or drum trap, may be
<br />installed at a level not exceeding 12 feet
<br />above the crown level of a building drain
<br />and connected to the building drain without
<br />venting the fixture trap, provided:
<br />i. The connection is at least 5 feet from
<br />any soil or waste stack connection, and
<br />ii. The fixture drain is one pipe size larger
<br />than the fixture outlet and trap but not less
<br />than 2-inch, and
<br />iii. The developed length of the fixture
<br />drain, from trap weir to end of base ell,
<br />does not exceed 15 feet, and
<br />iv. Provided further that the fixture unit
<br />load on the .building drain and building
<br />sewer at any point along the building drain
<br />and building sewer does not exceed ~/s that
<br />permitted by Table 93D, and, where the
<br />discharge is into a combined building drain
<br />or building sewer, the total load on the
<br />combined building drain or building sewer,
<br />the total load on the combined building drain
<br />or building sewer does not exceed z/s the
<br />total load permitted by Table 93E.
<br />(e) Minor fixtures. Those fixtures re-
<br />quiring traps of 2-inch diameter or less, lo-
<br />cated on the first floor and more than 5 feet
<br />from a stack, will not require venting, pro-
<br />vided the waste pipe from such fixture is
<br />not less than 2 inches, and the developed
<br />Iength of such waste pipe does not exceed
<br />fifteen feet.

<br />inches and the developed length of such
<br />waste pipe does not exceed 15 feet.
<br />1593.83 Main vents to connect at base.
<br />All main vents or vent stacks shall connect
<br />full size at their base to the main soil or
<br />waste pipe, at or below lowest fixture branch,
<br />and shall extend undiminished in size above
<br />the roof or shall be reconnected with the
<br />main soil or waste vent above the highest
<br />fixture.
<br />1593.84 Size of vents.
<br />(a) Vent stack. A vent stack or main
<br />vent shall have a diameter of at least one-
<br />half the diameter of the soil or waste stack,
<br />but in no case less than 1~/4 inches and, de-
<br />pending upon the number of fixture-units in-
<br />~stalled on the soil or waste stack, shall be in
<br />accordance with the following Table 93G.

<br />(c) Individual or dual vent. The diameter
<br />of an individual or dual vent shall be not less
<br />than 1~/4 inches nor less than one-half the
<br />required diameter of the drain to which it
<br />is connected.
<br />1593.85 Minimum sizes of vents.
<br />The minimum size of vents for typical
<br />plumbing fixtures for dwelling houses shall
<br />be as follows:

<br />Code, and upon such designation by the
<br />Mayor and confirmation by the Council, such
<br />other Board or Commission shall be vested
<br />with all the powers granted to such Board
<br />of Building Code Appeals by this Dwelling
<br />House Code or by the charter or other ordi-
<br />nance of this Municipality.
<br />1513.11 Appeal to board.
<br />Any person or any municipal officer or
<br />official or any public body aggrieved by the
<br />action of the Building Official may take an
<br />appeal to the Board of Building Code Ap-
<br />peals. The Building Official or any munici-
<br />pal officer or official or any public body, or
<br />any member of the Board of Building Code
<br />Appeals, may request a hearing by the
<br />Board on any subject over which said Board
<br />has jurisdiction or power, as set forth in
<br />this Dwelling House Cade, or may request
<br />the Board to review or interpret any provi-
<br />sion of this Dwelling House Code.
<br />1513.12 Time, fee and notice of appeal.
<br />An appeal from any decision of the Build-
<br />ing Official may be taken within thirty days
<br />from the date of the decision from which the
<br />appeal is taken by paying the required fee
<br />and filing with the Building Official and with
<br />the Board a notice of appeal, specifying the
<br />grounds therefor. The Building Official shall
<br />forthwith transmit to the Board papers upon
<br />which the action appealed was taken.
<br />1513.13 Action on appeals, hearings and
<br />reviews.
<br />(a) Notice. The Board shall hold a public
<br />hearing on each appeal and shall give such
<br />notice to the Building Official and other in-
<br />terestedparties as the Board shall direct and
<br />shall give such notice to the public by post-
<br />ing, publication or otherwise as the Board
<br />shall deem appropriate. At the hearing, any
<br />party may appear in person, or by his agent
<br />or attorney.
<br />(b) Evidence and inspection. In passing
<br />upon appeals, the Board of Building Code
<br />Appeals may require submission of evidence
<br />or proof to substantiate claims, and may re-
<br />quire such additional data and tests which,
<br />in the opinion of the Board, are needed for
<br />adequate consideration of the appeal. Any
<br />member of the Board or any person author-
<br />ized by the Board may at any time enter,
<br />inspect and examine any plans, building or
<br />structure for the purpose of carrying out
<br />the duties of the Board.
<br />1513.14 Decisions general.
<br />The Board of Building Code Appeals shall
<br />in every case reach a decision without un-
<br />reasonable or unnecessary delay. Every de-
<br />cision of the Board shall be in writing and
<br />shall indicate the vote upon a decision.
<br />Every decision shall be promptly filed in
<br />the office of the Building Official and shall
<br />be open to public inspection. A certified
<br />copy shall be sent by mail or otherwise to
<br />the appellant or other interested party and
<br />a copy shall be kept publicly posted in the
<br />office of the Building Official for two weeks
<br />after filing.
<br />1513.15 Variations and modifications.
<br />The Board of Building Code Appeals,
<br />after public hearing, may vary the applica-
<br />tion of any provision of this Dwelling House
<br />Code to' any particular case when, in its
<br />opinion, enforcement thereof would do mani-
<br />fest injustice, would be contrary to the spirit
<br />and purpose of this Dwelling House Code or
<br />public interest or when, in its opinion, the
<br />interpretation of the Building Official should
<br />be modified or reversed. A decision of.the
<br />Board to vary the application of any provi-
<br />sion of this Dwelling House Code or to
<br />modify an order of the Building Official shall
<br />specify in what manner such variation or
<br />modification is made, the conditions upon
<br />which it is made and the reasons therefor.
<br />1513.16 Building Ofcial to take actflon.
<br />If a decision of the Board of Building
<br />Code Appeals reverses or modifies a refusal,
<br />order or disallowance of the Building Offi-
<br />cial or varies the application of any provi-
<br />sion of this Dwelling House Code, the Build-
<br />ing Official shall take action immediately in
<br />accordance with such decision.
<br />1513.17 Regional Board of Building Stand-
<br />ards.
<br />)n order to provide uniformity in the in-
<br />terpretation of the provisions of this Dwell-
<br />ing House Code and a central agency for
<br />determining the suitability of new materials
<br />and types and methods of construction, the
<br />Board of Building Code Appeals may by a
<br />majority vote refer to the Regional Board of
<br />Building Standards, established pursuant to
<br />the resolution adopted by the Regional
<br />Planning Commission, for its consideration
<br />and recommendation, any Building Code
<br />matter that may come to its attention. Any
<br />decision, ruling or recommendation of the
<br />Regional Board of Building Standards shall
<br />not be binding upon any Municipal Official
<br />or body.
