Such necessity exists by reason of the fact <br />that the Village is without adequate and satisfactory regulations <br />governing the subdivision of property and the dedication of nevr <br />streets, and that applications are being made for the approval <br />of subdivision plats, and that in order to protect the public <br />interests and secure proper real estate development in the Village, <br />it is immediately necessary that the foregoing regulations per- <br />taining to the subdivision of lands and the dedication of new <br />streets be adopted at the earliest possible time.
