-7- <br />e. The Ovmer shall present to the Village Engineer an estimate <br />of cost for subgrading and constructing a permanent pavement <br />having an 8" vraterbound macadam base tvrenty feet wide and <br />a tvvo inch thick asphaltic concrete surface eighteen feet <br />vride, shaping; surfacing and seeding of all disturbed areas. <br />A surety bond, in the amount of 100 of this estimate or as <br />revised by the Village Engineer, shall be given the Village <br />guaranteeing that all this vrork v,rill be completed during the <br />summer folloti~ing the completion of all underground construction, <br />which date of completion of the permanent pavement shall not <br />be later than December 15th of the year the work is started. <br />Section 7. APPROVAL OF PLAT FOR RECORD <br />a. As soon as all of the conditions enumerated in Section 6 IP~IPROVE- <br />P~NT OF STREETS have been complied with, to the satisfaction of <br />the Council, the Final Plan shall be approved for record only - <br />n.ot to be construed in any way as a dedication of the areas <br />proposed to be developed as streets or their acceptance by Council. <br />At this time the Building Inspector will be authorized to issue <br />building permits for the lots in said allotment. <br />b. If, hovaever, the Owner wishes to have Council approve this <br />plat for record before the installation of all of the improve- <br />ments, a surety bond, in the amount of 100j~ of the estimate " <br />of all the improvements or as revised by the Village Engineer, <br />shall be given the Village guaranteeing that all this work <br />vrill be completed vaithin 'tv~~ro years of the acceptance of the <br />plat for record. If, however; after two years, the improve- <br />ments have not been installed, the council may authorize the <br />v~*ork to be completed and may~then proceed against the Owner and <br />its surety for reinbursement. No building permits shall be <br />issued until the temporary pavement has been installed. <br />Section 8. .~CCEPTA.NCE OF STREETS - . <br />Six months after the completion of the permanent pavement, but <br />not sooner than June lst of the year following the completion <br />of said pavement, an inspection of all improvements installed by <br />the Ovmer, as listed in Section 6 ~'~PROTTr'~:~T1T Or STREETS, shall <br />be made by a Committee of Council and the Village Engineer. Any <br />defects disclosed by this inspection shall be corrected by the <br />Ov~mer . As soon as the improvements, installed by the Ov~mer, <br />have been approved by Council; the Ouaner shall file with the <br />Village Solicitor an abstract, certificate of titJ_e, guarantee <br />of title, or title insurance in the amount of at least One Thousand <br />Dollars, meeting with the approval of the Village Solicitor, <br />showing the title to the street or streets in said allotment <br />to be good in the Village for street purposes and to be free <br />and clear from all encumbrances whatsoever. The Council will <br />then approve the plat for the dedication of such street areas, <br />will accept the streets as Village highways and release all of <br />the bonds as listed hereinbefore. <br />Section 9. ?~ODIFICAI^ION OF PLANS <br />If in the opinion of Council any of the foregoing provisions and <br />
