Establishing Cost. I*,IY~ere the pexmiit fee is based upon cost of the work done under the .permit, such costs shall be the actual cost as certified by the otimer or authorized representative of the owner, and as approved by the Building Official. The Building Official, may at any time up to three months after the completion of the building, require the submission of authoritative estimates or actual cost data to sub- stantiate the estimated cost stated in the application for a permit' _ _ and require the payment of additional fees when it is demonstrated '-~ taat the actual cost of the work is in excess, of the estimated cost ~~ upon which perrni.t fees were based.
