exempted to the extent of said Southerly 100 feet from the assessment for the cost of improving SOLI Center Road, for the reason that said parcel of property is being assessed for a similar water main. improvement constructed on Highland Road, and it would be mequi:~ab'].e to assess the full frontage of said property for the SOM Center Road improvement; that the cost of said improvement shall include the expense of the prel.imi.nary and other surveys and of printing and publishing the notices, resolutions and ordinances required, and the serving of said notices, and the cost of construction, together with interest on notes and bonds issued in anticipation of the collection of deferred assessments, and all other necessary expenditures. Sec. 1~. That the assessments so to be levied shall be paid in ten (10) annual installments, with interest on deferred payments, at the same rate~as. shall be borne by the bonds to be issued in anticipation of the collections thereof; provided, that the oVmer of any property assessed may, at his option, pay such assessment in cash within thirty days (3fl) from and after the passage and legal publication of the assessing ordinance. - Sec. 5m That the bonds of the Village of Mayfield shall be issued in anticipa ion.of,the collection of assessments by installments and in an amount equal thereto and notes of said Village of Mayfield shall be issued in anticipation of the levying of such assessments and the issuance of bonds. Sec. 6, That the remainder of the entire cost of said improvement, 1~0~ not specie .assessed, shall be paid by the Village of Mayfield by the issuance of bonds i.n the manner provided by law and notes of said. Village of Mayfield shall be issued in anticipation of the issuance of such bonds. Seo. 7~ That ,the Clerk and Mayor of Mayfield Village be and they are hereby authorized and directed, as soon as funds therefore are available, to make and execute a contract for said improvement with the lowest and best bidder, after advertisement according to law. Sec. 8. That this ordinance sha7.l take effect as an emergency measure for the: reason that funds are required for the immecliate construction of said improvement for the convenience, necessity and welfare of the citizens of Mayfield Village and shall take effect and be in fu11. f®rce from and after its passage as an emergency measure• Passed this fi:~'st day of September, 1955.
