Sec. 3. Such contract sha7.1 provide for an equal division of the
<br />cost and payment of_.said installation of a water main to ~ borne by the
<br />Village of Highland Heights, Ohio, and the Vi7.la,ge of Mayfield, Ohio,
<br />and the abutting property owners of sa3.d two. v:i.llages;
<br />Sec. ?~, This ordinance is hereby declared to be an emergency
<br />measure, necessary.for the immediate preservation of the public health,
<br />peace, safety and welfare of the Village of Mayfield and its inhabitants
<br />because of the great necessity of__supplyi~.ig water as soon as possible to
<br />the owners of property abutting said improvement, and this ordinance sha11
<br />take effect and be in force from and after the date of its passage.
