Sec. 3. The Village SoLicitor is hereby authorized to take action to er?join the vioZation of this ordinanee and to recover darnages suffered by tne Village because of any violation of -this ardinance and to take action to enforce the cond.itions of the bond provided for in Section 10 Sec. 4. This ordinance shall not apply to excavations made by a governmental agency and persons actirg for such ageney.
