Zorn <br />AN ORDINAivCE REGULATIiVG THE SAI,E OF GOODS REPRESENTED <br />TO BE PRODUCTS OF BZIND WORKERS <br />WHEREAS, the sale of products made by blind workers is important to <br />the welf are of blind workers of the Village of Mayf ield and in order to protect <br />the sale of products made by blind worlcers of the Village of r3ayf ie1d, or <br />elsewhere, therefore, <br />BE IT ORDAINED BY THE COUNCIL OF THE VILIJAGE OF TIAYFIELD, COUNTY OF CUYAHOGA, <br />STATE OF OHIO, THAT: <br />Sec. 1. Declaration of Object. Any misrepresentation that goods. <br />offered for sale are the product of blind workers is hereby declared to be a <br />special matter of Public concern. <br />Sec. 2o Definitions. <br />(a) "Blind" sha11 mean a person having a central visual acuity <br />not to exceed 20/200 in the better eye, with correcting lenses, or visual <br />acuity greater than 20/200, but with a limitation in the f ield of vision, such <br />that the iaidest diameter of the visu-al field subtends an angle no greater than <br />twenty degrees, or a person with a progressive eye disease whose visual acuity <br />or f ield limitation may be expected to become £urther impaired to the point of <br />the standards set forth above. In all cases, diagnosis of blindness or <br />progressive eye disease must be made by a qualif ied physician slcilled in <br />diseases of the eye; <br />t <br />(b) "Goo,.ds or Articles made by Blind Workers" shall mean^ <br />goods or articles in the manufacture of which not less than seventy-five per- <br />centum of the total hours of direct labor is per£ormed by blind workers; <br />, (c) 114anufactaring" shall mean the preparation, processing <br />and packaging of goods.or articles; ,? <br />(d) "Direct Zabor" shall mean all work required for the manu- <br />facturing of goods or articles, but,not including administration, sales, super- <br />vision, inspection and shipment or delivery.
