(d) The Chief of Police shall, upon receipt of application and aff idavit issue the permits provided for in 5(a) when he is satisf ied that the goods or articles to be manuf actured, sold or marketed will meet the standards set forth herein. It shall be the responsibility of the applicant to properly complete the individual permit forms secured f rom the Chief of Police to reflect the required informatiun for individual agents or representatives and further to keep the Chief of Police informed at all times of the current holder, if any, of such permit. (e) The Chief of Police ma17 issue the regulations which may be necessary Lor the implementation of the various provisions herein. Sec, 5e (a) No goods or articles which are intended by label, symbo7., trade name, name of the manufacturer or seller or other printed matter, word of mouth or otherwise to indicate that they were made by a "blind" worker shall be displayed or offered by any person, firm or corporation f or sale in this city unless at least the above specified percentages of the total hours of direct labor of producing such goods or articles purported to be made by the "blind" worker shall have been performed by the "b].ind°" worker. (b) Any person, firm or corporation licensed hereunder is hereUy authorized to imprint, stamp, label or use a symbol upon such articles of inerchandise or aff ix thereto labels, stamps ar symbols containing the words " made by a blind workman", or f`Made by blind workers", or "blind made", provided not less than the above specif ied percentages of,the total hours of direct labor of production have been performed by a"Ulind" worlaaan or workmen, i:o which label shall be added the nauae and.location of the individual or organization manuf acturing said goods or articles. (c) No person, partnership, f irm, corporation, institution, or association may use or employ such imprint, stamp, symbol, label or rira name or by word of mouth or through another, whether or not such imprint, symbol, stamp or label is used,, indicate or tend to indicate or represent that the articles were manufactured by a"blind" worker or by "blind" workers when in fact such - articles were not so nade,,manufactured or fabricated. Sec. 6. A person, f irm or corporation violating any provisions of this ordinance, including the submission o£ a f alse application shall Ue guilty of a misdemeanor punishable by a f ine of not more than $50.00 and subject to automatic revocation of any permit issued hereunder.
