Miscellaneous Reports. <br />"Basic Police Principles" under caption #3 of Training <br />is designed to cover a minimum of 20 hours of training. Two <br />hours are considered as appropriate for each of the ten sub- <br />jects. However, 20 hours are optional and'the program can <br />be expanded if desired. <br />EQUIPMENT <br />is also a misdemeanor to physically resist, obstruct or <br />abuse an officer in the performance of his duties. (G. C. <br />12858, 13421-10.) Even a mere refusal to assist an officer <br />in apprehending or conveying an accused to prison is <br />a misdemeanor. (G. C. 12857.) <br />An officer has the duty to deposit property taken <br />or found by him in the possession of an arrested person, <br />in the place designated by the mayor. The failure to do <br />so is a crime punishable by fine, imprisonment, for- <br />feiture of office. (G. C. 12937.) It is also well to remem- <br />ber that any officer who exceeds his authority may be <br />liable to both civil action for damages, and criminal <br />prosecution. Even when an arrest is authorized by <br />warrant, an officer may not use the warrant as a pre- <br />text for an" excessive use of force on the person ar- <br />rested. Such acts will not only bring the entire auxil- <br />iary police force into disrepute, but will subject the <br />offender to punishment. <br />No human has the capacity to remember every <br />offense punishable as a crime under the laws of our <br />state. However, there are certain common crimes <br />® ®- . which one should be able to recognize. For the govern- <br />ment, offenses against persons, offenses against prop- <br />erty and offenses against public peace and safety. <br />BILL OE RIGHTS (Ohio Constitution Article 1) <br />It is recommended that Auxiliary Police personnel be <br />provided with a badge or shield, armband, mace and traffic <br />whistle, as a minimum of equipment. This equipment should <br />be worn or displayed only while performing official train- <br />ing or duty functions. <br />AUXILIARY PLANNING <br />In preparing the Rules and Regulations for an auxiliary <br />unit to a law enfox•cement agency, the following facts could <br />be made a part of the plan so that all participating members <br />would be aware of their responsibilities. <br />. An auxiliary police officer having assumed the respon- <br />sibility of his .office, is authorized during an emer e~_ to <br />8 <br />(a) Inalienable rights. <br />(b) Where political power vested. <br />(c) Right to assemble. <br />(d) Bearing. arms; standing army; military power. <br />(e) , <br />Trial by Jury. <br />(f) Slavery and involuntary servitude. <br />(g) Right of conscience; necessity of religion and <br /> knowledge. <br />(h) Writ of Habeas Corpus. <br />(i) Bailable offenses; of bail, fine and punishment. <br />(j) Trial for crimes; witness. (Important) <br />(k) Freedom of speech; of the press; of libels. <br />(1) Transportation, etc., for crime. <br />(m) Quartering troops. <br />(n) Search warrants. <br /> 13, <br />
