Relation to Public Mays Signs shall not project over a public vehicular or pedestrian way. 8. HeiF,ht of Signs All signs shall comply with the following height regu- lations: Minimum height, the lowest member of any sign which is not integral with a wall surface, shall be not less than 8 feet above the finished grade or pavement of a pedestrian way, or less than lI~ feet if over a paved ment used for vehicular circulation., The space tinder any sign, if less than the above minimum heights shall be designed and constructed so as to prevent the movement of pedestrian or vehicular traffic thereunder. Illtamination of Signs Light sources to illuminate signs shall be reflected and shielded, except neontubing may be exposed and it shall not be of such brightness so as to cause glare hazardous to pedestrians or auto drivers or so as to cause reasonable objection from adjacent residential districts. Advertising devices which attempt or appear to attempt to direct the movement of traffic or which interfere with, imitate, or resemble any official sign, signal or device shall be prohibited. Signs which include flashing, moving, or intermittent illumination shall not be permitted by right; the Commission may, however, make a finding and permit such illumination under certain conditions. 10. Permit Permits shall be required for all signs erected and maintained in districts established under this Section in accordance with procedures and fees established by the Council. -21-
