No single-family house has been built on SOM Center north of: Wilson Mills since 1969. Only seventeen building permits for single-family houses have been issued by the Village in the last six years and none of them were for construction on SOM Center Road. The present houses on ro SOM Center Road suffer economic obsolescence and residential lots ~~ on that highway must compete with..twenty-five vacant single-family lots in the village which are morel:desirable. . :~= The heavy traffic ,on SOM Center Road which is a two lane rural-type highway, designated as a major north-south artery known as State Route 91, has tripled in volume in the last nineteen years from 5.,000 vehicles:.'per day to 15,000 vehicles per day. A severe dip in SOM Center Road in .front of the subject property ~ creates a hazard~to~motorists using the intensely traveled SOM and to vehicles backing out.;:,from single-family driveways. This hazard . .~,. : , is a threat to the health-and safety of the community and would increase substantially if new single-family houses were built. At the present time, .the hazard is so great, the village has erected a sign warning motorist$,_':of.the danger resulting from the poor sight distance. ~-.
