DAVIS <br />A RESOLUTION PROPOSING TO COOPERATE WITH THE BOARD OF <br />CUYAHOGA COUNTY COMMISSIONERS, IN THE PREPARATION OF THE <br />COMPREHENSIVE REGIONAL PLAN FOR TRANSPORTATION, LAND USE <br />AND FACILITIES FOR THE CLEVELAND SI~VEN COUNTY REGION. <br />rlr. Davis moved the adoption of the following: <br />WHEREAS, Section 134 of Title 23 U.S. Code, as amended, entitled <br />"Highways," requires that after July 1, 1965, the eligibility for the use of <br />Federal Aid Funds on highway projects in Urbanized Areas of more than fifty- <br />thousand population be based on a continuing comprehensive transportation <br />planning process carried on cooperatively by states and local communities, and <br />GTHEREAS, the public interest demands th.e preparation of a long-range <br />plan for the development of the transportation systems, embracing various modes <br />of transport in a manner that will serve the local communities efficiently and <br />effectively, based_on a continuing. comprehensive transportation planning process, <br />hereinafter referred to as the REPORT, which is a part of the total Comprehen- <br />sive Regional Plan for Transportation and Land Use, and Facilities, hereinafter <br />referred to as the PLAN, for the area of all of the Cleveland Seven County <br />Region being all or parts of the Counties of Cuyahoga, Geauga, Lake, Lorain, <br />Medina, Portage and Summit in Ohio, hereinafter referred to as the COUNTIES; <br />including the incorporated municipalities therein or as~the area may be modified <br />by mutual consent, hereinafter referred to as the AREA, and <br />WHEREAS, the Policy Committee has been formed, the membership of <br />which consists of representatives of said seven COUNTIES, major municipalities <br />and regional civic groups, the State of Ohio, Department of Highways (STATE), <br />the United States Bureau of Public-Roads (BPR) and United States Housing and <br />Home Finance Agency (HHFA) to direct and coordinate the activities of the said <br />agencies in the preparation of a comprehensive transportation - land use plan- <br />ning process, and <br />WHEREAS, the Policy Committee has developed and adopted a "PROSPECTUS <br />FOR A COMPREHENSIVE TRANSPORTATION - LAND USE PLANNING PROGRAM FOR THE CLEVE- <br />LAND-SEVEN COUNTY REGION," dated September 16, 1964, hereinafter referred to <br />as the PROSPECTUS, and may be amended by the Policy Committee and agreed to by <br />the STATE, outlines the area of study, to serve as a guide for the development <br />of the Plan and is the basis for agreements between the affected subdivisions, <br />for the preparation of said PLAN. <br />WHEREAS, the Board of County Commissioners of Cuyahoga County, Ohio, <br />hereinafter referred to as the COUNTY, acting for itself and, by separate <br />agreements pursuant to Sections 307.15 through 307.19 of the Revised Code of <br />the State of Ohio, as agent for the municipalities within the COUNTY, is willing <br />to be responsible for the preparation of the aforementioned REPORT under the <br />
