(2) supervision, guidance and direction of the Policy Committee, now,.therefore, BE IT RESOLVED, that the Council of the Village of Mayfield, here- inafter referred to as the ti1UNICIPALITY, herewith agree with the COUNTY as follows: Section 1. That it is declared in the public interest that the MUNICIPALITY propose to cooperate fully with the COUNTY in the preparation of the PLAN, in accordance with the PROSPECTUS, incorporated herein by reference and made a part hereof, in cooperation .with the STATE, the BPR, the HHFA and the Cuyahoga County Regional Planning Commission. Section 2. That the Policy Committee, heretofore organized in con- formity with the provisions of the PROSPECTUS, shall administer, direct and coordinate activities in the preparation of the PLAN in accordance with the terms of the PROSPECTUS, or as the same may be amended by the Policy Committee and agreed to by the STATE. Section 3. That the COUNTY is hereby authorized in accordance with Sections _307.15 through Section 307.19 of the Revised Code of the State of Ohio: (a) to act on behalf of the MUNICIPALITY in preparation and carrying out all phases of the PROSPECTUS for the AREA; (b) to negotiate and enter into necessary contracts and agreements of cooperation on behalf of the MUNICIPALITY with the Cuyahoga County Regional Planning Commission, and the STATE and/or various agencies of the United States Government pertaining to developing the PLAN; (c) to receive, hold and expend funds necessary for the preparation of said PLAN. Section 4. That the ~NNICIPALITY will cooperate fully with the COUNTY by providing access to and free use of plans, maps and data relative to the PLAN and REPORT which have been heretofore assembled by the i~NNICIPALITY. Section 5. That the cost for that portion of the PLAN for the AREA is now estimated at $3,260,000 over a three to four year period including $650,000 previously provided for the origin and destination survey. The cost of the Comprehensive Transportation REPORT portion of,the PLAN yet to be ac- complished in which the STATE is to participate.is now estimated at $980,000. The remaining cost of the work to develop the PLAN is estimated to be $1,630,000. Local matching funds to finance this work over and above the amount of funds to be provided by the STATE and the various agencies of the United States Government shall be as follows: (1) The MUNICIPALITY will provide monies and services as may be required and authorized by the COMMITTEE, but in no event shall the cost of required services based upon actual payroll, material and equipment costs and monies be in excess of $198.00 per year. (2) The COUNTY shall assume responsibility for Local Matching Funds in excess of the monies and costs of authorized services provided by the MUNICIPALITY and other municipalities within the COUNTY.
