(3) <br />Section 6. That the MUNICIPALITY shall provide all services required <br />and authorized by the Policy Committee in accordance with approved outlines of <br />procedure up to, but not in excess of the maximum amounts for each Study Year <br />as indicated in SECTION 5. It is understood that these services shall include <br />personnel costs, based on actual payroll and material and equipment costs, <br />each of cahich shall not exceed the estimates previously agreed upon. <br />Section 7. That the MUNICIPALITY, after prior Federal, STATE and <br />COrf~lITTEE approval, may direct-its employees to perform necessary tasks <br />incident to the preparation of the aforesaid PLAN, in accordance with approved <br />outlines of procedures, and may make purchase of supplies necessary therefor, <br />and shall keep accurate record of such expenses. <br />Section 8. That the COUNTY will enter into all agreements and <br />contracts, for the preparation of said PLAN, as deemed necessary and approved <br />by the Policy Committee. <br />Section 9. That the COUNTY shall keep true and accurate records of <br />all funds received and expended for the preparation of the PLAN, and the <br />COUNTY shall make accurate annual statements of the status of such funds. <br />Section 10.
