M.V. ORDINANCE N0. 86-18 Page -2- Section 2. The Mayor is hereby authorized and directed to invite bids from responsible professional planning and zoning consultants to prepare a thorough and complete study of the subject area, other non-residentially zoned areas of the municipality and the community as a whole as it affects the property described herein, said study to be then included in a report to the Planning and Zoning Commission to be used in its report and recommendation to the Council. After review of the proposals received as solicited by the Mayor, the Council shall determine the professional planner to be retained by the municipality. Section 3. That the Council finds and determines that all formal actions of this Council relating to the adoption of this Ordinance have been taken at open meetings of this Council; and that deliberations of this Council and of its committees, resulting in such formal action, took place in meetings open to the public, in compliance with all statutory requirements including the requirements of Section 121.22 of the Ohio Revised Code. Section 4. This Ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the health, safety and welfare of the residents of Mayfield Village for the reason that the zoning study authorized herein is necessary to preserve the zoning integrity of the municipality. It shall therefore take effect immediately upon passage by the affirmative vote of not less than four (4) members elected to Council and approval b the Mayor or otherwise at the earliest time a o ed b law.
