Resident <br />4/27/89 <br />Page 3 <br />This Ordinance rewrites the present section of our Code in relation to <br />height of buildings. It retains a maximum height restriction of 35 feet or <br />two and one-half stores, but exempts churches, schools, and libraries. <br />The question to appear on the ballot is: <br />(5J) SHALL ORDINANCE N0. 1988-40, AN ORDINANCE AMENDING CHAPTER 1173 OF THE <br />CODIFIED ORDINANCES BY DELETING GARAGES FOR STORAGE AND REPAIR OF BUSES AND <br />GARAGES FOR THE REPAIR OF AUTO BODIES AS PERMITTED USES IN A MOTOR SERVICE, <br />OFFICE LABORATORY AND PRODUCTION-DISTRIBUTION DISTRICT, BE ADOPTED? <br />This Ordinance would delete two permitted uses from the motorist services <br />district: (1) garages for buses; and (2) garages for auto body and repairs. <br />The first Charter amendment to appear on the ballot will read: <br />(5) SHALL ARTICLE III, SECTION 8, PART (A) OF THE CHARTER OF HAYFIELD <br />VILLAGE, OHIO, BE AMENDED SO AS TO PROVIDE THAT ALL COUNCIL MEETINGS SHALL <br />BE OPEN TO THE PUBLIC UNLESS AN EXECUTIVE SESSION IS CALLED PURSUANT TO THE <br />OHIO REVISED CODE? <br />This Charter Amendment relates to Council conducting "executive sessions." <br />Pursuant to our Codified Ordinances and the Ohio Revised Code, Council may <br />call "executive sessions" to discuss the most sensitive matters relating <br />the municipality. Such matters must relate to the following six (6) <br />subject matters: (1) Appointment, dismissal, or discipline of a public <br />employee/official (2) Purchase or sale of real property (3) Pending <br />litigation (4) Negotiations or bargaining sessions with public employees <br />(5) Matters required to be kept confidential by Federal law or rules or <br />State statutes (6) Specialized details of security arrangements. <br />Under law, such sessions are to be used for discussion purposes only. Any <br />vote required by Council relating to such discussions must be done at an <br />open meeting. Since our Charter must allow Council to conduct such <br />sessions, the Charter Amendment proposed permits Council to conduct such <br />sessions only in those six (6) subject meetings allowed by state law. <br />The Second Charter Amendment to appear on the ballot will read: <br />(5A) SHALL ARTICLE III, SECTION 7, PART (a) OF THE CHARTER OF HAYFIELD <br />VILLAGE, OHIO, BE AMENDED SO AS TO PROVIDE ADDITIONAL COMPENSATION FOR THE <br />PRESIDENT OF COUNCIL IN THE AMOUNT OF FIFTY DOLLARS ($50.00) PER MONTH? <br />This amendment to the Charter relates to the compensation of the President <br />of Council. The President of Council, according to the Charter, is given <br />the responsibility of conducting all Council Meetings, appointing the <br />various committees of Council, and coordinating the work of the various <br />.committees. Due to these additional responsibilities, additional time is <br />required to be spent by the President of_Council. With this amendment, the <br />President of Council, in addition. to his/her Council salary, would be <br />compensated an additional Fifty Dollars ($50.00) a month for assuming such <br />responsibilities. <br />
