ORDINANCE N0. 88- 34 Page -2- SECTION 8. COUNCIL MEETINGS. (A) The Council shall hold at least one regular meeting in each calendar month. A majority of the members of the Council shall constitute a quorum for the transaction of business at any meeting of the Council, but a'lesser number may adjourn the meeting from time to time. At any meeting at which a quorum is present, any ordinance or resolution may be passed or adopted, or any other action may be taken, by the affirmative vote of a majority of members of the Council unless a larger number be required by the provisions of this Charter. The Clerk of Council shall keep a record of its proceedings in a journal in which the yea or nay vote of each Councilman voting on every ordinance or resolution, and the action of Coun- cil on other measures, shall be recorded. The Council's journal shall be available for public inspection at all reasonable times. All meetings of the Council shall be open to the public unless an executive session is conducted in accordance with the Ordinances enacted by Council. The question to appear on the ballot shall be as follows: A. Shall Article III, Section 8, Part (A) of the Charter of Mayfield Village, Ohio, be amended so as to provide that all Council meetings shall be open to the public unless an executive session is conducted in accordance with the Ordinances enacted by Council? SECTION 2. The Clerk of Council is hereby authorized and directed to immediately certify a copy of this Ordinance to the Cuyahoga County Board of Elections in order to have the ballot issue contained herein placed on the ballot for the General Election to be held on November 8, 1988, and to take whatever other steps are necessary in order to comply with all directives of the .said Board of Elections in order to secure placement on the ballot as aforesaid. SECTION 3. The Director of Law is hereby authorized and directed to confer with the Board of Elections of Cuyahoga County, Ohio, and the Secretary of State for the State of Ohio regarding the ballot question and to make any changes necessary to comply with current election law so long as the substance of any issue is not changed. ,In the event of the necessity of a substantial change of any issue, the Council shall first be consulted.
