ORDINANCE N0. 89- 2 <br />Page -3- <br />as to provide that all Council meetings shall be <br />open to the public unless an executive session <br />is called pursuant to the Ohio Revised Code? <br />SECTION 2. The Clerk of Council is hereby authorized and directed to <br />immediately certify a copy of this Ordinance to the Cuyahoga County Board <br />of Elections in order to have the ballot issue contained herein placed on <br />the ballot for the Primary Election to be held on May 2, 1989, and to take <br />whatever other steps are necessary in order to comply with all directives of <br />the said Board of Elections in order to secure placement on the ballot as <br />aforesaid. <br />S$CTION 3. The Director of Law is hereby authorized and directed to <br />confer with the Board of Elections of Cuyahoga County, Ohio, and the Secretary <br />of State for the State of Ohio regarding the ballot question and to make any <br />changes necessary to comply with current election law so long as the substance <br />of any issue is not changed. In the event of the necessity of a substantial <br />change of any issue, the Council shall first be consulted. <br />S$CTIOPi 4. The Clerk of Council is hereby authorized and directed to <br />either mail a copy of the full text of the proposed Charter amendment at least <br />thirty (30) days prior to the date of the election as set forth in this <br />Ordinance to each elector of the Municipality whose name appears upon the <br />registration books for the last regular election held in the Municipality or <br />shall cause the full text of the proposed Charter Amendment to be published <br />once a week for not less than two (2) consecutive weeks in a newspaper of <br />general circulation in the Municipality with the first publication being at <br />least fifteen (15) days prior to the election. <br />SECTION 5. All prior Ordinances inconsistent with this Ordinance, in <br />whole or in part, are hereby repealed to the extent necessary to avoid <br />conflict with this Ordinance. <br />SECTION 6. The Council finds and determines that all formal actions of <br />this Council relating to the adoption of this Ordinance have been taken at <br />open meetings of this Council; and that deliberations of this Council and of <br />its committees, resulting in such formal action, took place in meetings open <br />to the public, in compliance with all statutory requirements including the <br />requirements of Section 121.22 of the Ohio Revised Code. <br />SECTION 7. The Ordinance is hereby declared to be an emergency measure <br />necessary for the immediate preservation of the health, safety and welfare
