ORDINANCE N0. 89-32 <br />Page -16- <br />the preliminary site plan within thirty (30) days of receipt of the <br />reports from the City officials referred to in subsection (a) <br />hereinabove. <br />(c) A report of the Commission action on the preliminary site plan <br />shall be forwarded to the Mayor and Clerk of Council for distribu- <br />tion to all members of Council. If Council finds that the prelimi- <br />nary site plan complies with the regulations, standards and criteria <br />prescribed by this Zoning Code for a Recreation and Residential <br />Development District, Council shall approve such preliminary site <br />plan. Within thirty (30) days following receipt thereof, Council <br />shall act by motion either to approve or disapprove the preliminary <br />site plan. Approval of the preliminary site plan shall require the <br />affirmative vote of a majority of the members of Council, notwith- <br />standing the nature of the Commission's recommendation. The approv- <br />al of the preliminary site plan by Council shall remain valid for a <br />period of one year from the date of such approval. If commencement <br />of the construction of the improvements included in the preliminary <br />site plan has not commenced within one year from the date of such <br />approval then such approval shall be null and void. (d) Following approval of a preliminary site plan, the developer <br />shall prepare a final site plan which shall include final engineer- <br />ing, architectural and landscape drawings which are consistent with <br />the preliminary site plan. The final site plan shall be submitted <br />to the Secretary of the Planning and Zoning Commission who shall <br />transmit a copy thereof to the Commission, City Engineer, Architec- <br />tural Review Board and Building Commissioner for their review and <br />recommendations. The City Engineer, Architectural Review Board and <br />Building Commissioner shall each, within thirty (30) days from <br />receipt of the final site plan, and all required supporting documen- <br />tation submit to the Commission a report covering their respective <br />jurisdictions. A copy of the aforementioned reports shall also be <br />submitted to the Mayor and Clerk of Council. <br />(e) The Planning and Zoning Commission shall review the final site <br />plan together with the recommendations of the City Engineer, Archi- <br />tectural Review Board and Building Commissioner. :If the Commission <br />finds that the final site plan is consistent with the preliminary <br />site plan and with the development plan and complies with the <br />regulations, standards and criteria prescribed by the Zoning Code <br />for a Recreation and Residential Development District, it shall <br />approve such final site plan. <br />(f) A report of the Commission action on the final site plan shall <br />be forwarded to the Mayor and Clerk of Council for distribution to <br />all members of Council.
