ORDINANCE N0. 89-32 <br />Page -15- <br />(4) The location and arrangement of all dedicated and <br />private vehicular and pedestrian accessways within <br />the site plan area; <br />(5) The number and arrangement of all open parking and <br />service areas within the site plan area; <br />(6) Preliminary design of all utilities and other site <br />facilities within or service the site plan area; <br />(7) Clearing and grading plans for the site plan area; <br />(8) A duplicate cloth tracing or wash-off mylar of the <br />plat; and <br />(9) The preliminary site plan shall be drawn to a scale <br />of one inch equals fifty feet and include a plat <br />showing bearings and distances for the site area as <br />well as existing improvements and topography within <br />100 feet of the site. <br />1159.13 REVIEW AND APPROVAL OF SITE PLANS. <br />(a) Following receipt of a preliminary site plan and supporting <br />documentation as required in Section 1159.12, the Secretary of the <br />Planning and Zoning Commission shall transmit a copy of the prelimi- <br />nary site plan and supporting documentation to the Commission, City <br />Engineer and Police and Fire Chiefs for their review and recommenda- <br />tions. The Secretary shall also transmit a copy of all covenants, <br />restrictions and easements to be recorded, covenants for area <br />maintenance, and bylaws of the Homeowners' Association to the Law <br />Director for his review and recommendatione The Law Director, City <br />Engineer and Police and Fire Chiefs shall each, within thirty (30) <br />days from receipt of the preliminary site plan and supporting <br />documentation, submit to the Commission a report covering their <br />respective jurisdictions. A copy of the aforementioned reports <br />shall also be submitted to the Mayor and Clerk of Council. <br />(b) The Planning and Zoning Commission shall review the preliminary <br />site plan and supporting documentation together with the recommenda- <br />tions of the Law Director, City Engineer and Police and Fire Chiefs. <br />If the Commission finds that the preliminary site plan is consistent <br />with the development plan and complies with the regulations, stan- <br />dards, and criteria prescribed by this Zoning Code for a Recreation <br />and Residential Development District, it shall approve such prelimi- <br />nary site plan.
