ORDINANCE N0. 89-32 <br />Page -14- <br />(b) The Planning and Zoning Commission shall review the development <br />plan and supporting documentation together with the recommenda- <br />tions of the Law Director, Village Engineer and Police and Fire <br />Chiefs. If the Commission finds that the development plan <br />complies with the regulations, standards and criteria <br />prescribed by this Zoning Code for a Recreation and Residential <br />Development District, it shall recommend the approval of such <br />development plan. The Commission shall act either to approve <br />or disapprove the development plan within sixty (60) days of <br />receipt of the reports from the City officials referenced in <br />Subsection (a) hereof. <br />(c) A report of Commission action on the development plan shall be <br />forwarded to the Mayor and Clerk of Council for distribution to <br />all members of Council. If Council finds that the development <br />plan complies with the regulations, standards and criteria <br />prescribed by this Zoning Code for a Recreation and Residential <br />Development District, Council shall approve such development <br />plan. Within thirty (30) days following receipt thereof, <br />Council shall act by motion either to approve or disapprove the <br />development plan. Approval of the development plan shall <br />require the affirmative vote of a majority of the members of <br />Council, notwithstanding the nature of the Commission's recom- <br />mendation. <br />1159.12 PRELIMINARY RESIDENTIAL AND RECREATION AREA SITE PLANS. <br />(a) Following approval of a development plan by Council, the <br />developer may proceed with the preparation of preliminary site <br />plans for residential areas and/or recreation areas within the <br />R& R District. Each preliminary site plan shall include: <br />(1) The number, type, size, location and arrangement of all <br />dwelling units within the site plan area including a <br />survey and legal description of the proposed project <br />site showing the dimension and bearing of the perime- <br />ter property lines, area and acres and topography in <br />one (1) foot gradients; <br />(2) Preliminary architectural elevations of all dwelling <br />unit buildings including construction materials and <br />color; <br />(3) The proposed arrangement of all private and common <br />land within the site plan area;
