Essential to its preparation was <br />extensive research into the ordinance :and minute books of <br />the Village. The result of our research was a vast file of <br />material which was sorted, organized and studied and indexed. <br />An introduction to the organization and main features <br />of the index is in order, for efficient use will obviously <br />enhance its value. The following points should be noted. <br />PURPOSES <br />_ The index is designed to fulfill three principal <br />i purposes: <br />(1) It provides a legislative history by an enumer- <br />ation of all ordinances adopted by the Village... Each ordinance <br />is listed by ordinance number, subject and adoption date. <br />(2) It indicates the history of individual ordinances <br />by showing their duration of effectiveness. That is to say, <br />all repealed, superseded and expired ordinances are noted in <br />the COMMENT/DISPOSITION column. <br />(3) It provides a system of classification for the <br />entire range of legislation. It has been developed as an <br />aid to the organization and analysis of data. The classification <br />system is discussed below. <br />ORDINANCE CLASSIFICATION <br />The legislation has been divided into three general <br />categories as follows: <br />(1) Regulatory legislation. This category contains <br />those general and permanent enactments which possess a penalty <br />
