Thus, regulatory ordinances do not <br />merely prohibit behavior; in certain circumstances, specific <br />behavior is required. The current regulatory legislation is <br />indicated on the index with a "G". Thus, Ordinance 9 can be <br />located in Chapter G64 "Streets and Sidewalks". <br />(2) Administrative legislation. This category contains <br />those general and permanent enactments which do not carry <br />penalty clauses but which establish and regulate the machinery <br />of government. The current administrative legislation is <br />indicated on the disposition list with an "A". Thus, Ordinance <br />1 can be located in Chapter A10 "Council: Rules; Meetings; <br />Committees" . <br /> <br />(3) Enabling legislation. This category contains <br />those enactments which do not constitute a component of general <br />and/or permanent law. Instead, this type of legislation <br />authorizes the governing body or other municipal officials to <br />proceed with certain matters of public improvement and welfare. <br />Ordinances concerning budgets, street improvements, equipment <br />purchases, and franchises are some examples of legislation in <br />this category. Such enabling legislation is indicated on the <br />index with an asterisk (*). Thus, Ordinance 7 is identified ~ <br />as enabling legislation with an * in the COMMENT/DISPOSITION <br />column. <br />SUPPLEMENTATION <br />Despite our emphasis on comprehensiveness, this index <br />is not final, nor will it ever be. As long as the Village of <br />Mayfield continues to legislate, this index is subject to <br />alteration, revision and addition. The likelihood of future <br />supplementation was a major consideration of the editors, <br />therefore, and several measures were incorporated into the <br />index to insure that this index will never be out-of-date. <br />The use of Loose-leaf binding allows for convenient replace- <br />ment of amended material, and the reservation of chapters <br />provides for the integration of additional material into the <br />existing organization. <br />Upon receipt of new legislation, the editors will add <br />the appropriate index lines to the index, and will forward <br />the amended pages to the Village. Our system makes it possible <br />to add or replace pages in the index without affecting the <br />sequence of subsequent pages, and to interpolate entire new <br /> <br />
