<br />PRACTICES AND TECHNIQUES FOR SEDIMENT POLLUTION CONTROL: <br />Practices and techniques for effective erosion control and water <br />management can be determined £rom: <br />A. The handbook "Water Management and Sediment Control for <br />Urbanizing Areas" developed by the U.S. Soil Conservation Service, <br />Columbus, Ohio. <br />B. The local soil and water conservation district assisted <br />by the U.S. Soil Conservation Service and other agencies concerned <br />with natural resource conservation. <br />PLAN REVIEW, APPROVAL AND ALTERATION: <br />A. Four copies of the plans required by these regulations <br />shall be submitted to Mayfield Village. The Village shall, within <br />sixty (60) days of receipt of a complete plan indicate its <br />approval or disapproval to the person who filed the plan. Indication <br />of disapproval shall include the plan deficiencies and the <br />procedure for filing a revised plan. Failure of the approving <br />agency to act on an original or revised plan within sixty (60) <br />days of receipt shall authorize the developer to proceed in <br />accordance with the plan as filed. Pending preparation and <br />approval of the revised plan, earth disturbing activity shall <br />be suspended or allowed to proceed in accordance with conditions <br />outlined by the approving agency. <br />B. One copy of each approved preliminary plan or extension <br />of previously approved plan requiring erosion and sediment control <br />measures shall be referred to the Cuyahoga Soil and Water Conservation <br />District for review and recommendation as to adequate erosion and <br />sediment control measures to prevent damage to other properties. <br />INSPECTION, SURVEILLANCE, AND COMPLIANCE: <br />. <br />' Mayfield Village or its representative may inspect development areas <br />to determine compliance with these regulations. If it is determined <br />that a violation of these regulations exists, the responsible person <br />will be notified of the deficiencies or noncompliance. After a <br />reasonable time for voluntary compliance, the inspector or inspectinq <br />agency shall report the deficiency or noncompliance to the Village <br />of Mayfield. The municipality upon determination that a person is <br />not complying with these regulations may issue, by certified mail, <br />an order ot comply. The order shall describe the problem and the <br />work needed, specify a date whereby the work must be completed, and <br />indicate the penalties assessed for further compliance. <br />APPEALS: <br />Any person claiming to be agqrieved by any order, requirement, <br />determination, or any other action or inaction in relation to this regu- <br />lation may appeal to the court o£ common pleas. Such an appeal shall <br />be made within twenty (20) days of the date of an order or decision <br />and shall specify the grounds for appeal. Decisions on appeals shall <br />be limited to alleged errors in interpretation of this regulation. <br />-8-
