? <br />RESOLUTION NO. T`J- <br />INTRODUCED BY: <br />A RESOLUTION RECOGNTZING THE MAYFIELD VILLAGE <br />POLICE PATROLMEN'S ASSOCIATION AND ESTABLISHING <br />A PROCEDURE FOR OPEN DISCUSSION OF WAGE, AOUR <br />AND FRINGE PACKAGE PROPOSALS. <br />WHEREAS, the members of the Police Department have indicated <br />their desire to participate in discussions with the Budget and Appro- <br />priations Committee concerning salary and working conditions; and <br />WHEREAS, it is the further desire of the members of the <br />Police Department that such discussions occur prior to the time that <br />the Budget and Appropriations Committee makes its recommendations to <br />Council concerning employee pay and benefit packages; and <br />WHEREAS, the members of the Police Department are all <br />members of the Mayfield Village Police Patrolmen's Association and <br />they have expressed their desire to participate in such discussions <br />through a delegate or deleqates duly elected from the membership of <br />that Association; and <br />WHEREAS, they further desire to reserve the right to assistance <br />of legal counsel during the course of said discussions; and <br />WHEREAS, Mayfield Village has no established procedure for <br />collective bargaining but recognizes the continuing right to open and <br />free discussions; and <br />WHEREAS, notwithstanding any of the foregoing, Mayfield <br />Village wishes to cooperate with its employees whenever possible and <br />to preserve to them the right to be represented by counsel and to <br />receive professional advi:ce; now, therefore, <br />BE IT RESOLVED BX THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. Council intends to facilitate open and free <br />discussion by inviting members of the Police Department, either <br />individually or by representation through the Mayfield Village Police <br />Patrolmen's Association, to provide suggestions to the Budget and <br />Appropriations Committee concerning wage, hour and fringe package <br />recommendations before that Committee begins any deliberations in <br />that regard. <br />Section 2. The Budget and Appropriations Committee, after <br />receiving those suggestions from the Police Department, shall then <br />formulate a preliminary wage, hour and fringe package proposal. If <br />that preliminary proposal differs from the suggestions made by the <br />members of the Police Department, either individually or through <br />representation by the Mayfield Village Police Patrolmen's Association, <br />then the Budget and Appropriations Committee shall so-notify the <br />members of the Police Department and establish a meeting to be held <br />with the members of the Police Department, either individually or <br />through representation by the Mayfield Village Police Patrolmen's <br />Association, for the purpose of discussing the differences between <br />their respective proposals.
