If any section, sentence, clause or phrase of the ordinance is for any reason held illegal, invalid or uncon- stitutional, such invalidity shall not affect the validity of the ordinance and any portions in conflict are hereby repealed. Section 16. The Company shall, without charge, install into every public elementary and secondary school regularly attended by residents of Mayfield Village and private school buildings, police and fire station and City Hall, within the Village a cable connection sufficient to enable each such building to receive one (1) television set all standard cable television programs transmitted and distributed over The Company's cable television system, provided that The Company's transmission lines are within 150 feet of the building. If extensions beyond one set are desired or if transmission lines are further than 150 feet from the building, The Company will provide such service as is desired at a price equal to The Company's cost for time and materials, less the cost of such time and materials for the first 150 feet. The Company shall also provide a second outlet on each such public and private school building, police and fire station and City Hall at no monthly charge, provided, however, the cost of installation of such second outlet shall be borne by the entity that occupies the specific buildings. In addition, the Mayfield Village School Board may, at its option and expense, interconnect each public school building's internal wiring to The Company's cable line and throuqh the intercon- nection may provide, in each classroom and meeting room, free of charge, all standard television system, provided, however, that such inter- connection is technically compatible. Section 17. The Company shall remove all equipment, installa- tion and facilities herein authorized and shall restore all public property for public use in as good condition as the abutting portion thereof at The Company's own cost and expense within ninety (90) days after the expiration or termination or revocation of this franchise. Section 18. The rights and privileges herein granted shall not be assignable or transferable in any bankruptcy proceedings, trusteeships, receivership or by operation of any law, in which event this franchise shall terminate forthwith, nor shall said Company, sell, lease, assign or otherwise alienate this franchise or any privileqe hereunder without the prior approval of Council and subject to such terms and conditions as Council may provide. Section 19. The Village, at its option, and The Company shall agree on a regularly scheduled 30-minute minimum time period for the Village to present access programs over the access channel facilities of The Company in accordance with the Rules and Regulations of the Federal Communications Commission.
