. -z- Section 6. Enforcement. The Village of Mayfield Building Inspector is hereby designated as the person who shall administer and enforce the provisions of this Ordinance. Section 7. Inspections. All construction or work for which a permit is xequired shall be subject to inspection by the Building Inspector. Section 8. Violations and Penalties. Any person violating any of the provisions of this Ordinance is guilty of a misdemeanor and upon conviction thereof shall be punished by a fine or by imprison- ment as provided in the laws of the Village of Mayfield for such a misdemeanor. Section 9. Flood Plain Construction Permit. No person shall construct any structure or sulidivide any tract of land or make any other substantial improvement within any identified Special Flood Hazard Area or cause same to be done,without first obtaining a Flood Plain Construction Pexmit from the Building Inspector. Section 10. Applications. To obtain a Flood Plain Construction Permit the applicant must file an Application with the Building Inspector which sha11 consist of the following: (1) A description of the proposed construction to be covered by the pexmit including its precise location. (2) ltao sets of complete plans and specifications of the proposed construction, improvement, or subdivision plat prepared in accordance with the provisions of this Ordinance and signed by a professional engineer or architect licensed as such in the State of Ohio. (3) Any other information determined necessary by the Building Inspector. Section 11. Review of Applications. Elood Plain Construction Pexmit Applications shall be reviewed by the Building Inspector and the Planning and Zoning Commission to assure compliance with the following provisions and criteria. 2.31 Permit Applications for New Construction or Substantial Improvement to Existing Structures. Permit applications for new or substantial improvement construction (including prefabricated and mobile homes) within Special Flood Hazard Areas shall be reviewed to assure that the proposed construction (a) is protected against flood damage, (b) is designed and anchored to prevent flotation, collapse, or lateral movement of the structure, (c) uses construction materials and utility equipment that are resistant to flood damage, and (d) uses construction methods and practices that will minimize flood damage. 2.32 Subdivision Proposals and Other New Development Applications.
