. <br />-z- <br />Section 6. Enforcement. <br />The Village of Mayfield Building Inspector is hereby designated as the person <br />who shall administer and enforce the provisions of this Ordinance. <br />Section 7. Inspections. <br />All construction or work for which a permit is xequired shall be subject to <br />inspection by the Building Inspector. <br />Section 8. Violations and Penalties. <br />Any person violating any of the provisions of this Ordinance is guilty of a <br />misdemeanor and upon conviction thereof shall be punished by a fine or by imprison- <br />ment as provided in the laws of the Village of Mayfield for such a misdemeanor. <br />Section 9. Flood Plain Construction Permit. <br />No person shall construct any structure or sulidivide any tract of land or <br />make any other substantial improvement within any identified Special Flood Hazard <br />Area or cause same to be done,without first obtaining a Flood Plain Construction Pexmit <br />from the Building Inspector. <br />Section 10. Applications. <br />To obtain a Flood Plain Construction Permit the applicant must file an <br />Application with the Building Inspector which sha11 consist of the following: <br />(1) A description of the proposed construction to be covered by the pexmit <br />including its precise location. <br />(2) ltao sets of complete plans and specifications of the proposed construction, <br />improvement, or subdivision plat prepared in accordance with the provisions of this <br />Ordinance and signed by a professional engineer or architect licensed as such in the <br />State of Ohio. <br />(3) Any other information determined necessary by the Building Inspector. <br />Section 11. Review of Applications. <br />Elood Plain Construction Pexmit Applications shall be reviewed by the Building <br />Inspector and the Planning and Zoning Commission to assure compliance with the following <br />provisions and criteria. <br />2.31 Permit Applications for New Construction or Substantial <br />Improvement to Existing Structures. Permit applications for new or <br />substantial improvement construction (including prefabricated and <br />mobile homes) within Special Flood Hazard Areas shall be reviewed <br />to assure that the proposed construction (a) is protected against <br />flood damage, (b) is designed and anchored to prevent flotation, collapse, <br />or lateral movement of the structure, (c) uses construction materials <br />and utility equipment that are resistant to flood damage, and (d) uses <br />construction methods and practices that will minimize flood damage. <br />2.32 Subdivision Proposals and Other New Development Applications. <br />Subdivision and other new development proposals located within the
