No entrance or exit driveway shall be constructed or main- <br />tained so as to lead to or from a local residential street <br />abutting a local business district. The words "local residential <br />street" shall mean a street used primarily for access to abutting <br />residential properties. <br />4. Requesting for Parking Plan Approval <br />Parking facilities shall be provided for the entire building <br />or use: <br />(a) Whenever a building is constructed or a new use is <br />establiehed; <br />(b) Whenever the use of an existing building is changed to a <br />use requiring more parking facilities; <br />(c) Whenever an existing building..is altered and there is an <br />increase in the seating capacity or floor areas of the building. <br />Applicants for a parking plan approval shall be goverenedby the <br />following: <br />Detailed drawings of off-street parking and loading areas shall <br />be submitted to the Planning and Zoning Commission for its approval <br />before a building permit is issued. The drawings and/or plat plans <br />shall show each space dimension of driveways, aisles, and other <br />features enumerated below: <br />(a) A site plan showing the location of proposed and existing <br />buildings, the locations and use of buildings on adjoining <br />lots within 25 feet of all property lines. <br />(b) A drainage plan showing proposed finished grades to provide <br />so that injury will not be caused to adjacent properties <br />nor will water drain across a public sidewalk. <br />(c) Parking spaces sHall be at least 9 feet wide, and 180 feet <br />in area exclusive of all drives, curbs and turning spaces: <br />(d) Access drives to parking facilities shall be planned to <br />interfere as little as possible with the use of nearby <br />property and with pedestrian and vehicular traffic on the <br />nearest streets.
