-2- <br />- assessments, as aforesaid, which assessments are in proportion to benefits. Said assess- <br />ments do not exceed any statutory limitation. <br />Section 3. That there is hereby detexmined that the assessments hereinbefore <br />referred to are in the same proportion to the estimated assessments as the actual cost of <br />the improvement bears to the estimated cost o£ said improvement upon which such estimated <br />assessments were based. <br />Section 4. That the total assessment against said lot and parcel of land shall <br />be payable in cash to the Clerk-Treasurer of Mayfield Village within thirty days after <br />passage of this ordinance, or, at the option of the property owner assessed, in semi-annual <br />installments for a period of ten years with interest at the same rate as is bome by the <br />bonds issued in anticipation of the collection of such assessments. All assessments and <br />installments thereof which have not been paid at the expiration of said 30-day period shall <br />be certified by the Clerk-Treasurer of this municipalify to the County Auditor to be placed <br />by him on the tax duplicate and collected at the same time and in the same manner as other <br />taxes are collected, as provided by law. <br />Section 5. That the Clerk-Treasurer be, and he hereby is, authorized and <br />directed to cause notice of the passage of this ordinance to be published once in a news- <br />paper of general circulation in Mayfield Village, as required by law. <br />Section 6. That the Clerk-Treasurer is authorized and directed to keep a <br />record of the assessments on file in his of£ice for so long as any assessments remain <br />unpaid. <br />Section 7. That the Clerk-Treasurer be, and he hereby is, authorized and <br />directed to cause notice of the levy o£ assessments herein provided for to be filed with <br />the County Auditor within 20 days after the passage of this ordinance. <br />Section 8. This ordinance is hereby declared to be an emergency measure nec- <br />essary for the immediate preservation of the public peace, safety and welfare of this <br />municipality for the reason that the improvement described is immediately needed to pro- <br />vide adequate water service for fire protection and the funds needed therefor.
