-z- <br />and which are reasonably characteristic of what can be expected <br />to occur on the particular streams subject to this ordinance. It <br />is in the general order of a flood which could be expected to occur <br />on the average once every 100 years. <br />(2) Determine the specific flooding threat at the site of the pro- <br />posed Special Exception use and determine whether the use is located <br />in a floodway or floodway fringe area by: <br />(a) Calculation of water surface elevations and flood pro- <br />tection elevations based upon hydraulic analysis of the capacity <br />o£ the stream channel and overbank areas to convey the regional <br />flood. Flood protection elevations shall be 1£oot above the <br />water surface elevations of the regional flood. <br />(b) Computation of the £loodway required to convey this £lood <br />without increasing flood heights to an extent which would cause <br />substantial upstream or downstream damage to existing or reasonably <br />anticipated future development. Computation of increases in flood <br />heights caused by any encroachment shall be based upon the reasonable <br />assumption that there will be an equal degree of encroachment on <br />both sides of the stream within that reach. Generally, any increase <br />in flood stages attributed to encroachments on the flood plain of <br />any river or stream shall not exceed 0.5 ft. in any one reach or <br />for the cumulative effect of several reaches. <br />(3) Evaluate the ef£ects of the proposed use upon the public health, <br />safety, and general wel£are in light of the purposes of this ordinance <br />and the standards established herein and deny, grant, or conditionally <br />grant the application for the proposed use. <br />1.3 STATEMENT OF PURPOSE <br />It is the purpose o£ this Ordinance to promote the public health, safety, and <br />general welfare and to minimize those losses described in Section 1.21 by provisions <br />designed to: <br />1.31 Restrict or prohibit uses which are dangerous to health, safety, or <br />property in times of flood or cause excessive increases in flood heights or <br />velocities. <br />1.32 Require that uses vulnerable to floods, including £acilities which <br />serve such uses, be protected against £lood damage at the time of initial <br />construction. <br />1.33 Protect individuals from buying lands which are unsuited for intended <br />purposes because of flood hazard. <br />SECTION 2.0 GENERAL PROVISIONS <br />2.1 LANDS TO WHICH ORDINANCE APPLIES AND ESTABLISHNIIINT OF FLOOD PROTECTION <br />ELEVATION <br />2.11 This Ordinance shall apply to all lands within the jurisdiction of <br />
