-12- <br />give this Ordinance its most reasonable application. <br />EQUAL DEGREE OF ENCROACHMENT - a standard applied in determining the location of a <br />floodway limits so that flood plain lands on both sides of a stream are capable o£ <br />conveying a proportionate share of flood flows. This is determined by considering <br />the hydraulic conveyance of the floodplain along both sides oP a stream for a <br />significant reach. <br />FLOOD - a temporary rise in stream level that results in inundation of areas not <br />ordinarily covered by water. <br />FLOOD FREQUENCY - the average frequency statistically determined, for which it is <br />expected that a specific flood level or discharge may be equalled or exceeded. <br />FLOODWAY - the channel of the watercourse and those portions of the adjoining flood <br />plains which are reasonably required to carry and discharge the regional flood. <br />FLOODWAY FRAME - that portion o£ the regional floodplain located outside oE the <br />floodway. <br />PERSON - any natural person, firm, partnership, association, or corporation, but <br />this definition does not include governmental units. <br />REACH - a hydraulic engineering term to describe longitudinal segments o£ a st_ream <br />or river. A reach will generally include the segment of the flood hazard area where <br />flood heights are influenced by a man-made or natural obstruction. In an urban <br />area, the segment o£ a stream or river between two consecutive bridge crossings would <br />typically constitute a reach. <br />REGIONAL FLOOD - the flood which is representative of large floods known to have <br />occurred generally in the area and reasonably characteristic of what can be expected <br />to occur on a particular stream. The regional flood generally has a flood frequency <br />of approximately 100 years as determined by an analysis of floods on a partiaular <br />stream and other streams in the same general region. <br />REGIONAL FLOOD PLAIN - the area inundated by the regional flood (100 year frequency <br />flood). This is the flood plain area which shall be regulated by the standard, and <br />criteria of this ardinance. <br />REGIONAL FLOOD PROTECTION ELEVATION - the elevation oP regional flood plus one foot <br />of freeboard to provide a safety £actor. <br />STRUCTURE - anything constructed or erected on the ground including but without <br />limitation to buildings, factories, sheds, cabins, mobile homes, and other <br />similar items. <br />SUBDIVISION - means the division of any parcel of land shown as a unit or as con- <br />tiguous units on the last preceding records of the County Auditor into two or more <br />parcels, sites or lots, any one of which is less than five acres for the purpose, <br />whether immediate or future, of transfer of ownership. <br />Subdivision also includes the improvement of one or more parcels of land for <br />residential, business or industrial structures or groups of structures involving the <br />
