ORDINANCE N0. 72- 16 Page 2 Village on the -15th day of May 1972; an ordinance of the City of Highland Heights, being Ordinance No. 18-1972, adopted by the City Council of said City on the 11th day of April, 1972; an ordinance of the City of Mayfield Heights, being ordinance No. 1972-9, adopted by the City Council of said City on the 13th day of March, 1972; and a resolution of the Board of Education of the Mayfield City School District, being Resolution No. adopted by such party on the day of , 1972. The five parties to this Agreement, respectively, manage, operate, control, construct, and maintain playgrounds, school grounds, and other recreational facilities within their respective jurisdictions. In the interest of avoiding duplication of efforts, reducing administrative costa, and of securing maximum use and enjoyment of their facilities for the benefit of the general public, the recreational activities and facilities so designated by each of the respective parties hereto may be operated under the terms of this joint recreation board under the terms and conditions hereinafter described. 1. There is hereby established a "Mayfield Area Recreation Council". Said membership shall consist of two representatives from each municipality, one of which shall be a councilman and the other a citizen resident of the municipality, not holding any other public office, both to be appointed by the Council of each municipality, as well as one member of the Board of Education, selected by said Board. 2. Said Council shall establish and adopt a set of by-laws under which it shall operate. Before the adoption of said by-laws, a review and final preparation thereof shall be made by the respective legal counsels of the respective parties' governmental units involved in this Agree:ent. 3. The primary purpose of said Council shall be to: (a) Study the leisure time needs of the total population encompassing the geographical area of the Mayfield City School District and the political subdivisions therein and to offer proposals to supplement the existing recreational programs. (b) To recommend cuorking relationships among the respective governmental units to avoid duplication of efforts and reduction of administration costs. (c) To supplement the existing municipal recreation programs by providing for additional recreation programs not presently available in any political subdivision. It is understood that this Agreement in and of itself shall not alter the quality and quantity of the recreational activities presently provided within the geographical area of the parties hereto.
