ORDINANCE N0. 72- 16 <br />Page 2 <br />Village on the -15th day of May 1972; an ordinance of the City <br />of Highland Heights, being Ordinance No. 18-1972, adopted by the City Council <br />of said City on the 11th day of April, 1972; an ordinance of the City of Mayfield <br />Heights, being ordinance No. 1972-9, adopted by the City Council of said City on <br />the 13th day of March, 1972; and a resolution of the Board of Education of the <br />Mayfield City School District, being Resolution No. adopted by such <br />party on the day of , 1972. <br />The five parties to this Agreement, respectively, manage, operate, control, <br />construct, and maintain playgrounds, school grounds, and other recreational <br />facilities within their respective jurisdictions. In the interest of avoiding <br />duplication of efforts, reducing administrative costa, and of securing maximum <br />use and enjoyment of their facilities for the benefit of the general public, the <br />recreational activities and facilities so designated by each of the respective <br />parties hereto may be operated under the terms of this joint recreation board <br />under the terms and conditions hereinafter described. <br />1. There is hereby established a "Mayfield Area Recreation Council". <br />Said membership shall consist of two representatives from each municipality, one <br />of which shall be a councilman and the other a citizen resident of the municipality, <br />not holding any other public office, both to be appointed by the Council of each <br />municipality, as well as one member of the Board of Education, selected by said <br />Board. <br />2. Said Council shall establish and adopt a set of by-laws under <br />which it shall operate. Before the adoption of said by-laws, a review and final <br />preparation thereof shall be made by the respective legal counsels of the <br />respective parties' governmental units involved in this Agree:ent. <br />3. The primary purpose of said Council shall be to: <br />(a) Study the leisure time needs of the total population <br />encompassing the geographical area of the Mayfield <br />City School District and the political subdivisions <br />therein and to offer proposals to supplement the <br />existing recreational programs. <br />(b) To recommend cuorking relationships among the respective <br />governmental units to avoid duplication of efforts and <br />reduction of administration costs. <br />(c) To supplement the existing municipal recreation <br />programs by providing for additional recreation <br />programs not presently available in any political <br />subdivision. <br />It is understood that this Agreement in and of itself shall not alter <br />the quality and quantity of the recreational activities presently provided <br />within the geographical area of the parties hereto. <br />
