NO. 73- l0 <br />Introduced by: COUNCIL <br />AN ORDINANCE TO PROVIDE FOR THE SUBMISSION <br />TO THE ELECTORS OF THE VILLAGE OF HAYFIELD, <br />OHIO, OF THE QUESTION"SHALL A COMMISSION <br />BE CHOSEN TO FRAME A CHARTER?" AND FOR THE <br />ELECTION OF MEMBERS OF THE COMMISSION <br />BE IT ORDAINED BY THE COUNCIL OF THE VILLAGE OF HAYFIELD, COUNTY <br />OF CUYAHOGA, STATE OF OHIO, ALL OF THE MEMBERS ELECTED THERETO <br />CONCURRING. <br />Sec. 1. That the question "Shall a Commission be chosen to frame <br />a charter?" be submitted to the vote of the qualified electors of the <br />Village of Mayfield at the special municipal election to be held on <br />Tuesday, the 8th day of May, 1973, at the regular place or places and <br />hours of voting in said village as established by the Board of Elections <br />of Cuyahoga County, Ohio; that said question, shall be submitted in the <br />following form, to-wit: <br />"Shall a Commission be chosen to frame a charter?" <br />To the left of such wording shall spear, in boxes with appropriate <br />places for marking, the words "Yes" and "No", and each voter shall indi- <br />cate his vote by placing a cross mark in one of the places so provided. <br />Sec. 2. That the ballot upon which the question provided for in <br />section°.1 hereof shall be submitted shall bear no party designation; it <br />shall have printed or written thereon the:~.name of all electors who shall <br />have been nomintated as provided in section 3 hereof, and such directions <br />as will aid the elector, as "Vote for not more than fifteen" and the <br />like, and such certification of the election officers upon the back of <br />the ballot as is prescribed by law. <br />In case a majority of electors voting upon the question "Shall a <br />Commission be chosen to frame a charter?" shall have voted in the <br />affirmative, then and in that event, and not otherwise, the fifteen <br />electors who shall have received the largest number of votes for members <br />of such Commission shall be and constitute "A Commission to frame a <br />charter". <br />Sec. 3. All nominations for members of such Commission shall be <br />made by nomination papers signed by not less than twenty-five persons <br />who are eligible to vote at regular municipal elections, and such nomi- <br />nation papers shall be filed with the Board of Elections at least forty <br />days before said election. <br />Sec. 4. The ballots shall be printed and prepared as follows: The <br />whole number of ballots to be printed for the election of persons to <br />act as members of such Charter Commission shall be divided by the number <br />of candidates for said offices, and the quotient so obtained shall be <br />the number of ballots in each series of ballots to be printed, as follows: <br />The names of candidates shall be arranged in alphabetical order and the <br />first series of ballots printed; then the first name shall be placed <br />last and the next series printed, and so shall the process be repeated <br />until each name shall have been first.
