Section 16. The handling of explosives may be performed <br />by other employees provided the caork is done under the direct super- <br />vision of the person holding the permit to use explosives and providing <br />such employees are at least twenty-one (21) years of age. <br />Section 17. Any person, firm or corporation using, storing <br />or transporting explosives within the Village of Mayfield, Ohio, shall <br />comply with all applicable provisions of the General Code of Ohio, and <br />all regulations of the Industrial Commission of Ohio applicable thereto, <br />which provisions are made a part of this Ordinance. <br />Section 18. Nothing in this Ordinance shall be construed <br />as applying to-Tegular military or naval forces of the United States, <br />the authorized militia of this state, or to the members of the Police, <br />and Fire Departments in the proper performance of their duty. <br />Section 19. The Village Engineer shall make such rules and <br />regulations to have the force and effect of law, which may be required <br />to facilitate the administration and enforcement of the provisions of <br />this Ordinance to provide safety to life and limb of persons and the <br />preservation of property. The rules and regulations formulated by the <br />Village Engineer shall be published, and a copy filed with the Clerk- <br />Treasurer, and the same are hereby adopted and incorporated herein as <br />if set out at length herein, and from the effective date of this Ord- <br />inance, the provisions thereof shall be controlling within the limits <br />of the Village of Mayfield, Ohio. Wherever the words "Safety Director" <br />or "Director of Safety" appear in the rules and regulations formulated <br />by the Village Engineer, and filed with the Clerk-Treasurer, such words <br />shall deem to mean "Village Engineer of the Village of Mayfield." <br />Section 20. Pyrotechnics. <br />(A) The term "pyrotechnics", cahenever used in this Ordinance, <br />shall be held to mean any sprinkler, squibb, rocker, firecracker, roman <br />candle, fire ballon, railroad track torpedo, flashlight composition fire- <br />works, or other device or composition used to obtain visible or audible <br />pyrotechnic display. <br />(B) It shall be unlawful for any person to have, keep, <br />store, use, manufacture, sell, handle, transport, or otherwise dispose <br />of any pyrotechnic within the limits of the Village of Mayfield; pro- <br />vided, however, that the Fire Chief, upon proper application made, <br />may issue a permit to a properly qualified person or organization for <br />giving a pyrotechnic display of fireworks in public parks or other <br />public places. Such permits shall impose such restrictions as in the <br />opinion of the Fire Chief may be necessary to safeguard life and property. <br />Section 21. Any person who shall violate any of the pro- <br />visions of this Ordinance or fail to comply therewith any rules or order <br />made thereunder, or who shall act in violation of any detail statement <br />of specifications or plans submitted or approved thereunder, or any <br />certificate or permit issued thereunder, shall severally, for each and <br />every such violation and non-compliance, be fined not less than Fifty <br />Dollars ($50.00), nor more than Five Hundred Dollars ($500.00), and each <br />day that prohibited conditions are maintained shall constitute a sep- <br />-3- <br />
