Sec. 1117.0+ LOCAL STREE`P PATTERN IN RESIDENPIt1E; AREAS <br />~ The primary function of local streets is to provide direct access to <br />each lot and development. The local street system should be designed to <br />minimize through traffic movements. This can be accomplished by adequate <br />peripheral collector street capacity, and by creating discontinuities in <br />the local street pattern, 'by offsetting local street intersections and <br />providing loop streets or cul-de-sac streets. Every part oY a resideatial- <br />area should be interconnected for convenience and to avoid excessive <br />indirect travel except where connections are not Yeasible because of <br />topographic conditions. <br />The pattern should be logical and comprehensive for the convenience <br />of the local residents, visitors and for providing services. The design <br />should be'planned to provide these basic ilmctioas`so as not to need to <br />rely on extensive traffic regulations. The streets should be designed for <br />uniformly low volumes of traffic, commensurate with residential amenities, <br />and to discourage speeds oY more than 25 mph. The amount of space devoted <br />to local streets should be minimized - Yor costs and economy of land use. <br />There should be a basic underlying design related to the topography <br />and natural features. The pattern should also be related to attaining <br />functional, economical and practical patterns, shapes and sizes o3 areas <br />for development. Necessary traffic generators such as schools, bus routes <br />and playgrounds should serve as focal paints in the pattern and such <br />routes should have a minimum number of pedestrian crossings.
