No application for a building permit shall be accepted by the Building <br />Inspector or submitted to the Architect unless the lot or plot of land <br />upon which the proposed building or structure is intended to be situated <br />is a complete and entire lot or sub lot in a duly recorded subdivision of <br />land, unless and until a plat or map of the proposed building lot, showing <br />the relationship to surrounding lots and structures and streets shall have <br />first been approved by the Zoning and Planning Commission. <br />3. Comprehensive drawings showing floor plans, elevations and location of the <br />building on .the lot, driveways and walks together with the location of <br />adjoining buildings on the same or adjacent lot, and the proposed grades, <br />must be submitted to the Building Inspecotr who shall transmit them to the <br />Architect with the application for permit. Such documents must be <br />accompanied by a fee of $15.00. <br />4. The Architect shall provide for a detailed report of all his proceedings, and <br />_' 'shall submit a copy of his recommendations to the Building Inspector. <br />5. In cases cohere the Architect does not recommend approval of the applications, <br />the Architect shall suggest changes in plans as may be necessary to accomplish <br />the purposes of this Ordinance. In such instances, conferences with applicants <br />may be held. <br />6. If, however, the Architect shall fail to act within thirty (30) days after he <br />has received the application for a building permit, the Building Inspector may <br />then consider the application as having been recommended for approval by the <br />Architect. <br />Section 6. STANDARDS TO BE APPLIED BY THE ARCHITECT <br />In reviewing plans and specifications, recommendations by the Architect shall be <br />based on the following general standards. <br />a. Ohio State Building Code in terms of its structural, mechanical, electrical, <br />fire prevention and other regulations. <br />b. Architectural Control The primary function of said Architect shall not be <br />to review exterior design, and to select materials and colors. However, <br />insofar as his function is to maintain property values in the neighborhood <br />and to produce sound tax values for the. municipality, he shall see to it that <br />the general appearance of all buildings and grounds are in keeping with good <br />architectural and landscape practices'. <br />Section 7. This Ordinance is hereby declared to be an emergency measure <br />for the preservation of the public peace, health, and welfare. Such necessity <br />exists by the fact that architectural control in the Building Department is necessary <br />and provisions made therefor.
