(e) Council shall in every case reach a decision without unreasonable or unnecessary delay. Every deeision of Council shall be by resolution and shall be promptly filed with the Village Clerk- Treasurer. A certified copy of the resolution shall be sent by certified mail to the owner, return receipt requested. (f) If Council shall determine that the owner is in violation of this Chapter, its decision shall specify the particular sections of this Chapter which have been violated and shall give the owner a period of time deemed by Council to be reasottable, on the basis of the extent of repairs required and other relevant factors, to complete specified repairs or improvements or to demolish and remove the dwelling or structure or a portion thereof. Sec. 14. REPAIRS (a) All repairs to existing dwellings or structures shall be subject to inspection by the Building Inspector. (b) pll repairs requiring the issuance of a building permit shall be carried out in accordance wi.th the provisions of the applicable Ordinances of the Village of Mayfield. Sec. 15. DEMQLITION ? If`the owner of a dwelling or structure fails to comply with a final order to repair or demolish a dwelling or structure then the Building Inspector may cause the dwelling or structure to be demolished_and the costs shall be assessed against the premises itt accordance with Section 19 of this Ordinance. Sec. 16. EMERGINCY ORDERS • In cases of emergency which, in the opinion of the Building Inspector, ittvolve immediate danger to human li.fe or health, said Building Inspector shall with the approval of the Mayor or the acting head of the Village Police or Fire Department promptly cause such dwelling, structure, or portions thereof to be made safe or to be removed. For this purpose he may at once enter such dwelling or structure or land on whioh it stands, or abutting land or structure, with such assistance at such cost as he may deem necessary. He may order adjacent dwellings or structures and premises to be vacated, and protect the public by an appropriate fence or such other means as may be necessary, and for this purpose may close a public or private way. Sec. 17. PENALTY Whoever violates any provisiotts of this Chapter or any order or notice made hereunder, shall be gqilty oE a misdemeanor and, upon conviction therefor, such person shall be fined not to exceed $50.00 per day, and each day of violation shall constitute a separate offense.
