Sec. 18. OTHER LEGAL ACTION The-imposition of any penalty will not preclude the Village frcm instituting an appropriate action or proceeding in a court of proper jurisdiction to prevent unlawful constLUCtion, re- construction, alteration, repair, conversion, maintenance, or use; or to restrain, correct, or abate a violation, or to prevent the occupancy o£ a dwelling or structure, or to prevent an illegal act, conduct, business or use in or abont any dwelling or structure, or to require compliance with provisions of this Chapter or other applicable laws, ordinances, rules or regulations of the Village, or the orders or determinations of the Building Inspector, Architectyaal Board or Council. . Sec. 19. COSTS The total costs, whether such costs are incurred due to the use of employees, materials, and equipment of the Village or by contract for labor, materials, and equipment, or both, or removing insecure, unsafe, or structurally defective dwellings or structures, including the cost of servi.ce of publication of notice, together with a proper description of the premises, shall be certified by the Village Clerk to the County Auditor, to be placed by him upon the tax duplicate to be collected as other taxes. All other costs incurred under this Chapter shall be paid out of the Village Treasury and the Village may institute an appropriate action in the courts to recover such costs from the owner of the premises. Sec. 20, pny section, subsection or part hereof which may be declared to be unconstitutional by a court of competent jurisdiction shall not affect the remaitting provisions, seetions, or subsections of this Ordinance. Sec. 21. This Ordinance is hereby declared to be an emergency ordinance necessary for the immediate preservation of the public health, safety, convenience and welfare for reasons apparent from the contents of said Ordinance, and therefore this Ordinance shall take effect and be in force from and after its passage.
