Agreement between Cuyahoga County Board of County Commissioners and Mayfield Village 1. SCOPE OF SERVICES A. ANCHOR will manage, prepare, and submit all deliverables for the Phase I CIZ Business Plan in compliance with the requirements and descriptions contained in the "Cuyahoga Innovation Zones Pilot Program Strategic Guidebook" attached hereto and incorporated herein as "Attachment A" (hereinafter referred to as "Attachment A"). B. ANCHOR will collaborate with the Mayfield Educational Excellence Foundation and the Beta Strategy Group (hereinafter referred to as "ANCHOR PARTNERS") to identify competencies, goals, and a development plan for the Zone and the Hotspot(s). C. All services will be provided by ANCHOR in a professional manner and quality, reasonably satisfactory to the COUNTY and 2. DELIVERABLES A. The following Phase I CIZ Business Plan Deliverables shall be provided in accordance with the Time of Performance contained herein. B. ANCHOR will develop and produce a detailed and comprehensive Plan for the Innovation Zone, including a Business Plan, Physical Development Plan, and Implementation Plan, described as follows: ANCHOR will develop and produce an Innovation Zone Business Plan, including: (a). A description of each anchor partner. (b). A description of the primary commercial market focus of the proposed Zone. (c). The business case or value-add proposition of the Zone, including strengths, weaknesses, opportunities, and threats (SWOT analysis) of the proposed Zone. (d). A description of core competencies, resources, and assets that form the foundation of the Zone. (e). A portfolio of potential companies that would participate in the Zone and the criteria for identifying companies within the Zone's target commercial focus.
