EXHIBIT A <br />I. General: The work to be accomplished is in support of the following Northeast Ohio <br />Areawide Coordinating Agency (NOACA) Resolution No. 2007-028: <br />FY 2008 Overall Work Program and Budget; and, Transportation for Livable <br />Communities Initiative (TLCI). <br />To manage the TLCI, NOACA has set up a federal grant using U.S. Department of <br />Transportation Federal Highway Administration Surface Transportation Program Funds. For the <br />purposes of this document, NOACA is the grantor and the communities and agencies that will <br />receive the funds are the subgrantees. <br />II. Area Covered: All the necessary services provided in this subgrant contract will support the <br />study of TLCI related programs and projects within the jurisdiction of Mayfield Village. <br />III. Goal: The TLCI Planning Grant Program provides federal funding assistance for <br />.communities and public agencies to conduct or contract for planning transportation <br />improvements that help advance the Initiative's goals. The TLCI provides federal funding or <br />technical assistance for planning transportation projects that: <br />• Enhance the economic viability of existing communities within the region <br />• Enhance the region's quality of life <br />• Enhance a community's identity <br />• Foster compact land use development/redevelopment <br />• Facilitate accessibility by improving the range of transportation choices by adding or <br />improving pedestrian, transit or bicycle facilities. <br />• Preserve and enhance farmland, forests and open space <br />• Assist in redevelopment of urban core communities <br />• Result in projects that can compete at the regional level for capital funds through <br />NOACA's regional transportation investment process <br />• Enhance the historic, archaeological, scenic and environmental elements of the <br />transportation system. <br />• Improve the safety and efficiency of the existing transportation system. <br />SCOPE OF SERVICES <br />Work products for the Green Corridor project are envisioned as including: <br />A Existing Conditions Inventory and Analysis <br />Assemble available project data including aerial photos, parcel maps, easement commitments, and plans <br />of proposed projects. Review and document the NOACA Regional Priority Bicycle Plan. Conduct site <br />walkover and prepare photo documentation of trail route alternatives, connection points, logical termini <br />points, linkage obstacles, and safety constraints. <br />Center Elementary School, located at 6625 Wilson Mills Road is located in the proposed Green Corridor. <br />Safe Routes to School data will be collected in order to assess safety obstacles.
